The census figures show that As
toria is the first city in Oregon out
side bt Multnomah, county, in point of
population.
The Astoriax suggests that a special
meeting ot the chamber of commerce
bo held this evening and resolutions
regarding the river and harbor bill be
passed and telegraphed to "Washing
ton, D. C, forthwith. This is an im
portant matter and brooks no delay.
The city council last Tuesday night
did right in buying a new steam fire
engine, and their act -was in lino with
prudent economy. Astoria needs an
other engine; it also needs a new
outfit for the hook and ladder team
which is necessary to keep up the
efficiency of the best volunteer fire de
partment on the PaciCc coast.
That terrible north coast is starling
in early on its dismal record this year.
The wonder is that with the safe and
smooth entrance to the peaceful har
bor of the Columbia hapless mariners
are compelled to brave the terrors of
fog and rocks to the north. Four
vessels in the last four days have
thumped and broke on those craggy
shores iu an effort to make port;
fortunately, so far, there is no loss of
life.
SriiENTrD telegraphic reports and
well filled columns of local news are
two principal points which mark the
superiority of Tnu Astoijiax as a
leading newspaper. It will stand
comparison and scrutiny. Added to
this is its recoguized reliability, and
the fact that its financial standing is
beyond question. It makes no idle
boasts, and contains no delusive state
ments, but moves steadily onward,
daily growing in strength and influ
ence, and in the increase of its circu
lation. Hv the Seattle- Post-Intelligencer,
A. MSteele, a Alicliigan lumber man,
iuveighs against the lavish and waste
ful style of lumbering in this region,
and argues further on the assumption
that fir forests once cut down, the
land upon which they grew will be
denuded forever. "Whilehis strictures
upon the manner of wasting valuable
lumber arc merited. Mr. Steele is mis
taken in his assumption thai fir will
not grow up again on the land from
which the original timber has been
cut The vigorous second growth on

idea is ridiculous. The two foremost
nations of the world, sisters in speech,
and leaders in civilization squabble
over a few miserable seals! The no
tion is preposterous.

vance the interests of the city than to
organize a stock company and build
two steamers of not less than 100 feet
in length, and establish a business for
them between here and ports
up and down the coast. "With
a little effort, a great deal of
trade between those towns and
Portland could be secured for this
city. As 200,000 for a railroad sub
sidy was easily secured here in twenty
four hours, surely 50,000 or 75,000
could be raised for two steamers, and
they would bring business here, would
result in the establishment of one or
two wholesale houses, and thus hasten
the advent of a railroad.
Give a subsidy to any railroad which
will build here first, as that is all that
is required. After one road comes, the
other two will be forced to come lo
compete for business. There is
really but little to induce a
railroad to come here, for all three
main lines are at Portland, and there
they secure the trade, much of which
would bo here sent lo, aud received
from, ocean vessels if we had a rail
road. "We want one lino built, and
should center all our energies, backed
by the strong influence of the ship
ping trade, to secure that line, then
the immense wheat aud miscellaneous
trade of the Willamette valley would
here meet vessels, and immediately
the other two fines would build here,
and Astoria would rapidly come into
prominence.
"It this thing keeps on,' says a New
York map-printer the other day, "we'll
all have to go into bankruptcy. Wo
hadn't got our United Stales maps
ixed up with north and South Dakota
before the Brazil revolution knocked
Soth America endwise, and now
"Wyoming and Idaho are turning into
stales. Africa has to be fixed over
eray six months, and the latest and
Sftost serious change of all is in this
German-English arrangement to
kaock out Heligoland from the British
Empire. That isn't a big change, but
it is plenty big enough to spoil all our
awps o Europe. It would almost pay

fic is within about GO miles they might
bo induced to come here on such an
offer, wliich is really better than a
subsidy. While the plan appears
favorable at first thonght, it will bear
investigation. It would virtually keep
out the other two main linos for that
time, and would also in the matter of
rates aud fares place us entirely at the
mercy of the one road, who could
charge what they pleased, as there
would be no competing line to keep
down rates.

The attention of all interested parlies
is hereby called to section i!2 of ordi
nance 11!K.
The owners or keepers of every stage
coach, hack, carriage, dray, cart, wago'n,
or other vehicle used lor conveying
passengers, bagsagc. merchandise, grad
ing streets and highways, carting earth,
ballast, InmVer. coal, wood, water, or
goods of any description, or sprinkling
streets for hire, donation or contract,
within the limits of the city, shall nay
a quarterly license of five dollars for
each vehicle drawn by one animal, and
for each additional animal used in
drawing such vehicle the additional
sum or three dollars. The owner or
driver of the vehicles aforesaid, shall
place the number of his or her vehicle
as named in the license, in. m each side
of his or her vehicle in a conspicuous
place ina neat and legible manner in
figures not less tha'j one aud one-hair
inches long, and proportionate width,
and such numbei hai' not bo changed
while the same v'j'cle is subject to
municipal licence.
If any person shall drive or permit lo
be driven, any vehn-io over which he
has control without being fully licensed
and having the number affixed thereon
as herein directed, he or Ihey shall be
deemed guilty of a misdemeanor and
upon conviction before the Auditor and
Police .ludgc shall be subject to the fines
and penalties prescribed by section 32
of this ordinance.
Section :2 fixes the penalty for viola
tion of section 22 at not more than $100
or by imprisonment not lo exceed 20
lays or bolh at the discretion of the
Police. Judge.
From and after this date the. above
ordinance wiil be strictly enforced.
