Wiiek possible, all travel should be safe. This is policy in every -way. It is due to the passengers that all safe guards procurable be thrown around them; it is business on the part of the owners of boats and trains to induce patronage by lessening, so far as possi ble, the probability of disaster. At present there are several suits against the TJ. P. Company for alleged viola tion of the law on the part of their steamers in these waters. The law is that, wherever a passenger steamboat carries more than the number of pas sengers permitted in its license, the owners of the boat may be proceeded against for pecuniar' damages and fined half the fine to go to the in former. This is right It is in the interest of public safety that such laws are made, and in the interest of the welfare of all that such laws be rigidly enforced. If the U. P. Co. or any other com pany has carried more passengers on any trip of any of its boats than al lowed by its license, such company should be mulcted to the full extent of the law. Not for reprisal or retalia tion; but solely because in this way and in no other can transportation com panies be compelled to obey the law, which was enacted for the protection of the traveling pubh'c, as well as to protect transportation companies against the deplorable effects of their own greed. In corporation interests, there is an effort in certain newspapers to screen thcTJ. P. company from the conse quences of its own acts. This consists mainly in an effort to throw odium on the informer, aud to make it appear that the informer is influenced solely by a desire for the money that he gets. Granted, for the sake of argument, that that is so; yet, tho law expressly stipulates these provisions as an in ducement to secure such information, and by such statutory provisions sanc tions the actions of the informer so far as tho established facts bear out the allegations. The Astokian is glad that the U. P.'s boats have been libeled; it believes that they have carried more passengers than they have been en titled by license to carry, and in the interests of tho traveling pnblic we hope that if the charges are proven that the proper authorities will rigidly enforce tbe law and compel the TJ. P. company by heavy fines to realize that people traveling have rights which that company is bound to respect Nothing but good luck coupled with good management on tho part of the company's faithful employes has pre vented more than one disastrous acci dent, and the company cannot expect to continue such a course with con stant immunity from disaster or detec tion. Ix the financial report of the coun ty, published yesterday, appeared an aggregate of 16,475,78. This includ ed warrants reissued to the amount of $26; bonds canceled to the amount of S20,000 and interest on those bonds 5L152.08,a total of. S21.078.0S. This taken from the 516,475.78 leaves a bal auce of 25.397.70, which amount represents what was used in paying the expenses of the county for the year ending June 30th, 1890. Patsy Mrrcnxi.ii of Thompsonville, Mass., promised that he wonld never drink another drop of liquor "as long as he had hair on his head." When his thirst became ungovernable he sold his bushy head of hair to Bob Crumby, a barber, for a pint of gin, and when his hair was removed with a razor and the gin was in his possession he went off and got drunk. Loweli., Mass., Sunday-school teachers arc shocked at the outcome of their conversions of the heathen Chinese. Just when it was believed the Mongolians were above even sus picion a little detective work found all the Bible class playing fan-tan and smoking opium. Man- of the white Sunday-school scholars had been led astray. New OriiEaks brokers have $10 gold pieces frozen into cakes of artifi cial ice and then brought around to the exchange by a boy. The cakes are placed in tbe sun, and the last gold piece to melt out takes all the others. According to recent figures the peo ple of this country are longer lived than Jhose of Europe. In this conn try 18 persons out of every 1000 die each year; in England the average is 20 and in Germany 20. it Is Consumption Incurable? Jle&d the follewing: Mr. C. II. This is a matter of home pride, and as Herman "Wise offers his entire stock at cost, rather than lose the bet, it is safe to say that Astorians generally will help themselves and their town, by helping Mr. "Wise to win this S1,000. on AND Parachute Jump, -AT- UPPER - ASTORIA, By Professor Lang, AT- 3 P.
