The death of Gen. Jno. C. Fremont
last night, removes irom life the most
-t unique figure in contemporaneous
American history. As a youthful
traveler he iron renown; in the early
history of California his name is on its
most stirring pages;"" he was the first
candidate of the Republican party for
president in 1856,'and as a Union
general in Missouri in the early days
of the war he attracted an attention
not vouchsafed to ordinary men. He
filled the measure of earth's fame, and
leaves behind as a heritage of memory
the record of an honest and noble life.
COXVICT LABOR.
Idi.e-ess is the parent of crime.
Idleness increases in proportion as
boys are prevented from learning a
trade by which to earn honest bread.
It is appalling to reflect that almost
weekly there is a case of crime com
mitted in this state by sons of parents
of good standing in the community.
Look into the cause, and in nine
tenths of the instances it is idleness.
The human mind is in ceaseless fer
ment. It can be quenched only by
disease or death. If it find a bar
across the way to virtuous and useful
effort, after a few revolts and qualms
it turns into the criminal path a and
riots there at increasing speed. It is
this which is bringing the sons of
good fathers and mothers to shame
and to prison.
How are they to bo reformed?
Obviously the first step is by teaching
them the way to earn an honest living,
by gradually leading their mental
nctivity out of criminal ways and di
recting them in skillful handicrafts
which will serve them when they are
free.
The luw says that men guilty of
crime, after conviction, shall be sen
tenced to hard labor. This is not to
degrade hard labor by imposing it
upon convicts, but it is to use labor
as a means of moral reform. But how
can there be hard labor if convicts
are not to follow any competitive
handicraft? True, at Salem one
manufacture is carried on, but it is a
trade that convicts cannot follow to
win bread af ter.they are free. It may
serve to occupy them in the one prison
where it is permitted, but it provides
them no resource for making an hon
est way when their terms are out
"We are not asserting, nor antagon
izing; we are inquiring. "What shall
take the place of hard labor in the
life of a convict as an aid to prison
discipline and moral reform and a
preparation for honest living?
Penology, the science of prison man
agement and convict reform, has been
for many years carefully developed on
the line of manual industry. The re
formatories which have been estab
lished as auxiliaries to prisons for the
reception of adult convicts who have
deserved the promotion by good con
duct, are based entirely on this in
dustrial idea.
In view of these facts it seems to us
that if convict reform has no other
basis than manual industry that shall
qualify for honest earning in free life,
and the policy of prison labor is to
be abandoned, then penology and
moral reform must be abandoned also.
If this be so, the work of John
Howard may as well be undone, for
the prison should be made again a
place of torture and not of reform,
except by the horror that it inspires.
"We must quit all notions of philan
thropy toward convicts, and increase
rather than diminish the terrors of
prison life. "We must conclude that
the spark of manhood in the hearts of
criminals is better stamped out than
fanned into a pervading flame.
Tfie labor organizations should dis
cuss this phase of the question. They,
no doubt, honestly believe that they
are seeking their own good by insist
ing that prisoners shall follow no call
ing that may be of gainful use after
they are free. But is it not worth
while to discuss the other effects of
this policy and see if they do not in the
end cost free labor more than it would
lose in the competition which has been
suppressed? The policy of prison idle
ness has issued from the labor organ
isations. If it be an unwise policy, its
correction must come from the same
source, and it must first be determined
there by a free discussion.
