July 15th, 1890. for supplying rations, slim
chandlery and coal for the vessels of tlie U,
S. Revenue Cutter Service in this collection
district during the fiscal year ending June
30,lS9l,thecOtU furnished to be anthracite
or bituminous as maybe required of best
quality; uniform In character; to weigh
2,210 pounds to the ton : to be delivered on
board the vessels at such times and in such
quantities as may be required at localities
readily accessible to said vessels, and to
be subject to Inspection as to qnality and
weight. Bidders will name the prices both
for steaming and store coal and also their
facilities for furnishing tho vessels with
fresh water and their charges therefor.
Tlie right Is reserved to reject any or all
bids and no contract will be put in force
until Congress shall have made an appro
priation for the purpose. Schedules of
ship chandlery cm be had by application
to this othee.

man whose imagination has been fired J
by the daring exploits of such men'
as Napoleon Ives. Ho thinks that!
in nothing else can he so quickly at
tain riches, at the same time avoiding
the fall that blighted Ives' careor.
"These fakirs, 'dressed in their best j
suit or clothes,' call at a broker's oflice,
talk of their property, of large deals!
on hand and of options held by them,
as though they possessed the -wealth i
of a Gould. The nnsnspicioua broker
receives them -with open arms, but
soon discovers that it is ail talk.
These adventurers go from cno oilice
to another, and it is always the saice
story dreams, empty dreams. Once
in a while a bright young fellow suc
ceeds on nothing but nerve, as
did a young acquaintance or mine.
Tho fellow I speak of lived by
working on a salary of SCO a month,
and decided to open a real estate
office. With the capital ot $100 he
enterel an oflice, had handsome cards
engraved, and fearlessly embarked
upon the real estate market. He
succeeded beyond his wildest expecta
tions, and 13 to-day worth 850,000, and
all iu one year."
"TvTiat was his method of opera
tion':" queried the reporter.
"It was simply this,' responded the
broker. "The young man discovered
a vacant lot in a desirable location for
two yearj previous. He called on
which tho owner paid S10.000 abont
the owner aud agreed to pay
him S15.000 for the lot. His ofe: was
promptly accepted.
"'Hold on,' said the young man . 'I
haven't a cent, but this is what I pro
pose to do; convev that lot to me and
