FARMERS AND THE TARIFF.
A Comparison of American Values With
English Figures.
Protection is to-day quoted by
every free trade paper, including the
East Oregonian, as the first, chief
and only reason for, the losses sns
tained by farmers in this country, the
depression in the .price of tHeir lands !
ana the decrease m tho selling Yalne
Ot tlie nrouuets of farminir. i
England ha3 all the advantages of
fron f mln Tf l,n-- T,o1 1m fn K1F n

, century. As its population is steadilv
increasing and half of it is in trreat
! cities, each acre has more and more to
do jn supporting population and
should increase in value. Iu this
country, also, in 1SS0, -11 tier cent. 01
those at work were on the Jand raising
i something to sell. In England culv
11 per cent are thus occupied, an I the
i labor of eacli inevitably has a closer
and larger demand, i'et one of tin?
J best authorities in England, Mr.
Francis Fuller, one of the most cap
able land agents and auctioneers m
the United Kingdom, put tho depre
ciation from 1S73 to 1SS5 in rents in
England and "Wales alone at 150,000,-
000 a year on 32,000,003 acre?, the
total agricultural area of England aud
"Wales, an area twice tlie acreage ot
farms in Pennsylvania at the last
census. This -was a loss of one-third
the rental value, and it represented a
loss of .s?l,y00,000,000 on the selling
value of this land. In addition, the
farmers cultivating this Foil had lost
in ten years 500,000,000 in working
capital.
The laud of England and "Wales,
therefore, in area a fifth smaller than
the combined farms of New York and
Pennsylvania, lost in value and capital
in ten years by this expert estimate,
made by a man handling land all his
life, 85,000,000,000! All this was under
the freest land of free trade, which, in
"fair Kent," the best land in England,
at the gates of London, had, as the
speech of one of its members, IvTr.
Urookfield, said, February 9, 1S38, left
"upward of 25,000 acre3 of arable farm
land absolutely uncultivated."
We -wonder if there is any man in
or out of any free-trade newspaper
office who thinlis the fann3 of. say
Massachusetts and New York, have
lost 5,000.000,000 in the last fifteen
years, or S500,000,000, or even $50,000,
000. Yet this is the loss in England
and "Wales. It is the estimate ac
cepted in till discussions; it is quoted
with approval by tho London Field
and it has never been controverted.
This decrease in rent has gono on
since 18S5. It is to-dav nearer 200,
000,000 than 150.000,000 aud tho de
preciation in valno is nearer 0,000,
000,000. Year by year sees it worse. It af
fects product as well its the rer.t and
value. From B0 io 1NSG the total
farm produce of the United kingdom
fell from 1,122,'J20,OOJ) in value to
921,779,000, a decrease of one-sixth,
the figure; being published in April,
1SS9, in the London Times, bv A. II.
Lee. In the United States, from 1880
to 1SSG, tho value of cereal crops, cot
ton, hay, tobacco, potatoes and farm
animals rose in their rami value from
3,090,000,000 to 1,321,000,000, an ad
vance ot one-sixth.
Yet iu the face of facts like these
which show a loss in the value of farm
lands in England in ten years under
free trade, thirty-fold greater than the
entire 'revenue collected under a pro
tective tarill" here in the same ten
years, and .1 decrease in the value of
farm products oflGpcr cent. there
are men who are actually writing and
printing articles about the harm done
to farmers by protection, and the ad
vantage they would enjoy under free
trade.
