Each Indian lias agreed to take 1G0 acres in severalty, and settle down to farroing or slock raising like a white man. This is a great concession on the part of tlie Indians. To protect the red farmers and prevent their being swindled out of the farms by their whito brothers, it is provided that halt ot each farm shall be inalienable nnd is not to be sold for thirty-five years, during which time it shall also be free from taxation. The Indians have their choice of the lands, and after they have taken such as they wish the government pays them L22 the acre for what is left. This will be onoot tlio most interesting experi ments yet made in the direction of settling the red man in one spot and finally civilizing him. The natural hoggishness of Chi cago is showing itself in a scheme for the most stupendous robbery in tho history ot the world. The proposed plan for holding the world's exposi tion on the lake front is simply an at tempt to steal several hundred million dollars' -worth ot the finest water front ace in the city. Tho .Illinois Central railway is prime mover in the affair, but city conncil, state and city officials and many private and prominent citi zens are to be beneficiaries "when the deal is complete. The delegates now there from the different states held a rod hot meeting and de ouncod the knavery of the pro jectors of the scheme and resolved to oppose any plan whereby tho site of the fair would revert to others than tho city of Chicago. Warren Leland, who was offered $1,000,000 as hush raoney, is still fighting tho boodlers and in certain events will give up the name of the man who offered him the saoncy. It k reported that this gen iletaan is one of the most prominent ia that city and the revealment of his &amo promises a greater sensation than the Cronin murder. Somebody is spending millions of dollars in the construction of a rail road which practically parallels the Union Pacific, and yet nobody seems to know who is furnishing the money and standing behind the enterprise. The Illinois Central has denied hav ing any connection with it, and the St Paul and Northwestern is equally ex plicit in its disclaimer, so it is up to this time a profound mystery. The question has been asked whether it would not be an extremely profit able plan for the Union Pacific to build the Pacific Short lane and then turn its present road over to tho gov ernment, and the answer is always in the affirmative. Perhaps the people of California would be competent to give expert testimony on a question of that sort. They have seen the Central Pacific build a competing line out of its earn ings and then allege a condition of bankruptcy for tho parent company; but when it came to turning the original road over to the government in satisfaction of the debt they have seen the Central Pacific demanding an extension of a century or more within which time to pay debts, with a reduc tion of interest from 0 per cent, a year to 2 per cent or less. Having these facts in mind, the peo ple ot -California, if called as experts, would bo compelled to say that even if the Union Pacific should build the Pacific Short line, there would be no reasonable ground for believing that its completion would bo followed by an offer to surrender tho original road to the government On the contrary, the chances would be that the Union Pacific, after the fashion of tho Cen tral, would assign the construction of the new road as a reason for its pov erty and would make it a plea for tho granting of further favors by Con gress. If congress does extend the timeot the subsidized roads and reduce their rate of interest, it should insist upon a condition giving the government ab solute power to take the roads upon any default inpayments. Unles this be done the roads will simply let their unpaid debts accumulate, as at pres ent, and at the end of the extended time will be ready for another exten sion on the ground thai the debt has become so enormous thatthe roads cannot pay it, and bo the thing will go on to the end of time, and possibly longer, if there be any more remote period.
