The veteran Captain Ilaley told me
that his orders were to seize all ves
sels found to be eugaged iu any viola
tion oE the laws of the United "States,
and the vessels so seized were not to
be dismantled and turned loose, as
had heretofore leen the custom, but
they wore to be bronght into an
American port, or to be totally de
stroyed and their crews made prisoners
in case of the inability of the Sear's
captain to get them into an American
harbor. It occurred to me that this
placed an enormous responsibility upon
the shoulders of tha Hear.? captain.
The dispute over Behring sea lies
solely iu the value of the' three-mile
limit. Caph Haley construes liis
instructions to be to claim United
States jurisdiction over all the seal
bearing localities, and he is a man to
stand up for his country's rights. He
ha3 had fifteen years' "experience in
tne Artie waters, and his cutter has
been a terror to the seal poachers.
His good sliip, the Hear, was the same
vessel which took iho lead in the
Greely relief expedition, and was the
one to discover and rescue the Greely
party. Ifc then belonged to the British
govcrment, but was afterward pur
chased by the United States. AVliile
at Victoria I was aboard the British
man-of-war AmpJiion. a magnificent
ship and splendidly armed, which was
in the dry dock for repairs; and in
conversation with some of the crew I
learned that they expected to have a
summer campaign in the Behring sea.
Hence I draw the conclusion that
there is a prospect for a first class row
in the Artie sea3 this season, with tho
possibility that secretary Blaine and
the British minister may have their
hands full before the summer is over
