It is frequently claimed that those
situated at the head of a fall have
certain rights and privileges over those
below them. Except in peculiar cases

I party owning all the lands ou both

and form a pond, and dispose of a cer
tain mill site, and guarantee them-

drawing from the same pond,

natural flow of the stream at all times;

to only a reasonable control of the
water at any time.

At Lowell, Mass., recently, Freddie
McQnade, a 12-year old "schoolboy,
whose pernicious habit of indulging in
profane language had so tried the pa
tience of his teacher, Miss Georgia
Herndon, that she decide 1 to discip

novel, to say the least. She called
Freddie before her and in the presence
of the other boys and girls scoured his
month with cloths wet with soap.
That night Freddie was taken sick
with diphtheria, from which he died
after a long illness, and now the boy's
parents have entered suit against Miss
Herndon. They claim that the appli
cation of soap was originally the cause
of Ins death.
