It is to be feared that other BngiLsh writers on America have been the victims of similar misplaced confidence. Tnx proposition of the Chicago bankers to take $23,000 city bonds at G per cent interest to ran 20 years would result in a present saving to the city of two per cent, per annum on some of the indebtedness. On the outstanding warrants eight percent. interest is accruing. To pay those ofT in cash borrowed at six per cent, and leave a little cash surplus in the treasury would be a good idea; to get the money at a still lower rate of in terest wonld be a belter one. Of course if the bonds were held here they would be taxed; held outside the state they escape taxation.
