Fine people pay Ibeir taxes ckeorfnliy, fewer still recoguize that sack ptiyaieniR are for services ac inattv roudered. atkl value received. TVereare mmuy reasons why these disfoircemcntie are paid with such retaeiauct: the foremost is that the pree-eitt meibotl of rating and levying s moag. iwiinl and tiujnst, An ex asBMBtkNt uf tlie assessment rolls "will sljow xhnH the larger portion of the blen of taxation is lxrnc by people of snail moans ami moderate incomes instead of beiug shared in just pro Iriioa by the wealthy and indep- eadot. It appears Sl diflicull matter for te average man to escape the Imrdeit of full assessment. but it seems to be any tMng bnt difilcult for the wealthy to wt oaly frequently oscape taxation altogether, but when the period of assessment arrives to hypothecate a cmisiderabic portion of property, or contract an "expedient" loan, in order to aroid a legitimate declaration of tie ataottut of property. The mean sb$orfuo aiKl expedients reported to ia onler in avoid assessment are MMMMVoits, ami are most frequently pntc&ced by ibose to whom the sting f privaixMt or practice of self-denial arc naloowM. Men who would loudly denounce a liar, or the poor wretch wl stole a luaf of bread, seem to be wUerly devoid or conscience in their Httscrujialmis stratagems to avoid s&afcr taxation. Not unfrequently tikoas win clautor most for the law's IKwteciiou are the first to practice cvasiea when the maintenance of the law IoucIk their avaricious pockets. Our itreswst method of nsscsracnt oxactea penalty for thrift and honesty, and oilers a premium upon subter fuge and connivance. The honest mail w1k strives to keep himself clear of debt, aud has no desire to repudiate bis responsibilities, must pay a cnalty for bis honesty by bearing an additional burden imposed nion him by tike millionaire's connivance. The lection is siot to taxation, but to the fact tltat the burden is not justly or otI!y 4ntvd. There is no earthly reftMim why this slate of tilings should continue, and there is every reason for timely lctnlMtiou on this important mlect. Tin remeily lies in making aM real mperly liable to taxation, irrespective f indebtedness. In this way the hnrdeu would be materially reduced where it is now most felt, and sH would shun it alike. A premium wottld thus be offered upon lwHieMy aial thrift, instead of their ojqwsitcs, as at present. All jtruporiy holders shonld be com pelled to declare an accurate statement, under oath, of the amount of real property owned by them, and on no account should indebtedness be taken into consideration as an exemption of such properly from taxation. It may bo argue! that one cannot compel a man to take an oath. This may be so, but the difficulty may be easily over come by imposing a ienalty for any de linquency in filing such attested stale snout as the law requires. Under the presoul burdensome statutes the un fortunate individual who has lo bor row moue is taxed, while the capital ist who has money lo lend can escape his just liability in this connection by an endless variety of expedients. The evils are loo well known lo sieed exhaustive comment. "What is wanted is the remedy, aud its appli cation. Timely aud efficient legisla tion is what is required -a legislation thai will effectually put a stop to the further penetration of the evils in connection with the present abomina ble and unjust system of assessment, and secure a feeling of confidence among the taxpayers of the slate that the burdens of necessary taxation are justly and proportionately borne by its property holders. The way to secure the repeal of the odious indobteduess' clause is lo ask the candidates who ask you for your votes to pledge themselves to vote and work for the repeal of the rob ber clause Uiat makes taxes high, and puts a premium on fraud. A LIVE ISSUE. The political platform is a good one, bnt The Astoiuax has a plank on which it wants lo see stand the candidates from this county who want to go to the legislature. The plank is not in the platform, but it ought to be, and 110 mai should gel a vote for the legislature in this county who is not willing to stand uion it. It is this: that the indebtedness clause should be repealed. Any man who asks the voters of Clatsop county to send him to Salem to make and unmake laws for this commonwealth should prove hkaself a friend of the people, and should be willing to pledge himself that in case of election he will work and vote for the repeal of the present ruinous law Uiat bears so unjust. Bemoval Sale! IIIIWIIIIIIIIIIMWMIIIIIIIII Goods Sold Regardless of Cost ! Having leased for a long term of years the corner store of Young's new building on the corner of Third and West Ninth in this city, it becomes necessary for nic lo move my stock and fixtures from present location, and to avoid as little trouble and waste of time as pos sible 1 offer my well selected stock of Men's and Boy's Clothing, Gent's Furn ishing Goods, Hats, Caps, Trunks, Valises, Umbrellas, Blank ets, Quilts, Etc., REGARDLESS OF COST, until my removal to the new location, where 1 shall continue to conduct business as L have for the past three years buying goods from the manufacturers and selling them under a low expense for CASH and at ONE TRICE to all alike, every day in the year, EXCEPT SUNDAYS AND HOLIDAYS. Settling in this city over six j-earsago, where 1 found a very healthy climate and good natural advantages, etc, I concluded three years ago to open business in my line on my own account, with the intention, if possible, to give no one an excuse to take or send money out of Astoria to build up any other city in preference. And as I Have Succeeded in Building up a Good Business, and am Here to Stay, 1 still invite you all to call, or send jour children, as it Is well known that at my counters, A CHILD BUYS AS CHEAPLY AS THE MOST EXPERIENCED BUYER. Tun Astokian' hail a gooil deal to say about this at the last election. It lias had considerable to say about it since, and may have considerable more to say about it between now and elec tion day. This is the opportunity of the voters of this county and of other counties to secure the repeal of this odious law. An entire new legislature is to be chosen; the candidates are now asking you for their votes. Do you ask them : "Are you in favor or repealing that law that bears so hard on me and swindles me even- time I go to pay my taxes?" Here is something tbat every man who reads this is concerned in. It is of vital importance, and it is not ask ing too much of candidates to demand from them how they stand on the very one thing that most concerns those who have the votes and bold the power.
