That is a terrible story coming from
North Queensland about a man who
was lost in the bush. He used up all
his water, and then dropped lus "billy"
in tho agony of his thirst. By and by,
fortnuately, he came to a water hole,
where he slaked his thirst and found
the road again. He had still some
thirty miles to go, however, and he
had nothing whatever to earn water
in. Of course it would have been
maduess to attempt to travel thirly
miles on foot under a North Queens
land sun without any water, so his
ready invention came to liis aid. He
had been horrified a short distance
back by the skeleton of a man who
had evidently been dead several years.
He went back and got the "skull,
plugged up the eye-holes with clay,
and filled it with water. He then
tramped that thirty miles on the water
contained in the skull. Can any
novelist imagine a more ghastly and
frightful idea than this, for which we

mon council of the city of Astoria pro
pose to order the improvement of Court
street in the city of Astoria, Clatsop
county.Oreeon. as laid out and recorded
by John ilcClure, from Washington
street to the claim line between the do
nation land claims of John McClure
and J. 31. bhively, by grading the same
to its full width and to its established
f'rade, the south side being as estab
lshed, and the north side three feet
lower, except west of Main street, where
the south side shall be one and one-half
feet higher and the north side one and
one-half feet lower; and by planking
the same to a width of twenty feet
through the center thereof, and by
building sidewalks on both sides there
of. And unless a remonstrance, signed by
the owners of two-thirds of the property
fronting on said portion of said street,
be filed with the auditor and police
judge within ten days of the final publi
cation of this notice, to-wit: on or be
fore Monday, May 19th, 1890, the com
mon council will order said improve
ment to be made.

A PROCLAMATION.
THE FOLLOWING PROVISIONS OF
the laws of the United States are hereby
published for the Information of all con
cerned :
Section 13jC, Revised Statutes, Chapter 3.
Title 23. enacts that: "No person shall kill
any otter, mink, marten, sable, or fur seal,
or other fur-bearing animal, within the lim
its of Alaska Territory, or In the waters
thereof ; and every person guilty thereof,
shall, for each offence, be fined not less than
two hundred nor more than one thousand
dollars, or Imprisoned not more than six
months, or both ; and ail vessels, their
tackle, apparel, furniture and cargo, found
engaged in violation of this section, shall be
forfeited, but the Secretary of the Treasury
shall have power to anthorlze the killing of
any such mink, marten, sable, or other fur-
uearing animal, except tur seals, under such
regulations as he may prescribe, and it shall
be the duty of the Secretary to prevent the
killing of any fur seal, and to provide for
the execution of the provisions of this sec
tion until It Is otherwise provided by law,
nor shall he grant any special privileges un
der this section.
Section 3 of tho act entitled : "An act to
provide for the protection of the salmon
fisheries of Alaska," approved March 2, 188D,
provides that :
"Section 3. That section 1956 of the Re
vised Statutes of the United States Is hereby
declared to Include and apply to all the do
minion of the United States in the waters
of BehrlngSea, and it shall be the duty of
the President at a timely season in each
year to issue his proclamation, and cause
the same to be published for one month at
least in one newspaper (if any such there
be) published at each United States port of
entry on the Pacific coast, warning ail per
sons against entering such waters for the
purpose of violating the provisions of said
section, and he shall also cause one or mure
vessels of the United States to diligently
cruise said waters and arrest all persons and
seize all vessels found to be or to have been
engaged in any violation or the laws of the
United States therein."
Now, therefore. I, Bexjasiix Hakrisox,
President of the United States, pursuant to
the above recited statutes, hereby warn all
persons aisiiast entering the waters of
Mehring Sea within the dominion of the
United States, for the purpose of violating
the provisions of aid section 1050". Revised
Statutes ; and I hereby proclaim that all
persons found to be, or have been engaged
many violation of the laws of the United
States, in said waters, will be arrested and
punished as above provided, and that all
vessels so employed, their tackle, apparel,
furniture and cargoes will be seized and
forfeited.
