Court Street Grade Notice.
.N'etici: is hereby given that the com
mon council of the city of Astoria pro
pose to order the improvement of Court
street iu the city of Astoria, Clatsop
county,Oregon. as laid out and recorded
by John McClure, from Washington
street to the claim line between the do
nation land claims of John McClure
and J. 11. fchively, by grading the same
to its full width and to its established
grade, the south side being as estab
lished, and the north side three feet
lower, except west of Main street, where
the south side shall be one and one-half
feet higher and the north side one and
one-half feet lewer: and by planking
the same to a width of twenty feet
through the center thereof, and by
building sidewalks on both sides there
of. And unless a remonstrance, signed by
the owners of two-thirds of the property
fronting on said portion of said street,
be filed with the auditor and police
judge within ten days of the final publi
cation of this notice, to-wit: on or be
fore Monday, May 19th, 1S90, the com
mon council will order said improve
ment to be made.

A PROCLAMATION.
1UIK FOLLOWING PROVISIONS OF
. the laws of the United States are hereby
published for the information or all con
cerned :
Section nice. Revised Statutes, Chapter ::,
Title !U. enacts that : "No person shall kill
any otter, mink, marten, sable, or tnr seal,
or other fur-bearing animal, within the lim
its or Alaska Territory, or in the waters
thercor ; and every person guilty thereof,
shall, for each oirence, be tlned not less than
two hundred nor more than one thousand
dollars, or imprisoned not more than six
mouths, or both ; and ail vessels, their
tackle.uDp.irel. furniture and cargo, found
engaged iu ioIation of this section, shall be
rorfeitcd. but the Secretary of the Treasury
.shall hae nouer to authorize the killing of
any such mink, marten, sable, or other tur-
ueanng animal, except iur scais, turner sucn
regulations as he may presenile, and It shall
be the duty of the Secretary to prevent the
killing of any fur seal, and to provide, for
tlie execution ot the provisions or this .sec
tion until It is otherwise provided by law,
nor shall he grant any special privileges un
der this section.
Section 3 ol the act entitled: "An act to
provide Tor the protection or the salmon
ilsheries ot Alaska," approved March 2, l&so,
provides that :
"Section 3. That section 195c or the Rc
ised Statutes ot the United States is hereby
declared to include aud apply to all the do
minion ot the United States In the waters
of I'ehring Sea, and it shall be the duty of
the President at a timely season in each
year to issue his proclamation, and cause
the same to be published for one mouth at
least in one newsp iper (if any such there
be) published at each United States port of
entry on the Pacilic coast, warning all per
sons against entering .such waters for the
purpose of violating the provisions of said
section, and he shall also cause one or more
vessels or the United States to diligently
crui.se said waters and arrest all persons and
seize all vessels round to be or to have been
engaged in any violation or the laws of the
United States therein."
Now, therefore, I, BRXJAaiLN IIauicisox,
President of the United States, pursuant to
the above recited statutes, hereby warn all
persons against entering the waters of
Hehring Sea wiilun the dominion or the
United States, for the purpose or violating
the provisions ot jatd section 13)', Revised
Statutes ; and I hereby proclaim that all
persons found to be. or nave been engaged
in any violation of the laws of the United
States, in said waters, will be arrested and
punished as above provided, aud that all
vessels so employed, their tackle, apparel,
furniture and cargoes will be seized and
forfeited.
