CHARTER A MLS'DMKXTS. i Asxoeia xicods some legislation at Slezi next trinter, and the time is not toofnrofliospenkof somcof. it now. The charter needs several alterations sad amendments. At present the mayor has no vote: in case of a lie he should have a vote in the council. The aunicipal restriction should le re moved, and the city allowed to isMie bonds for the building of a sea wall. Economy demands this. Economy is only another name for good manage ment. In our individual private affairs there are times when it is economy to save ten cents. There are times when it is good economy to spend a thousand dollars. This is one or the times when true economy de mands the expenditure of money. Then, too, the manner of keeping oar streets in repair needs adjustment. The Astohiax lelievcs that the best interests or the city require that the streets shall be kept in repair by expenditure from the general fund, and not as at present, at the expense of the adjacent property holders. The charter of 1S7G was a good charter for llml time. Dut the clothes of an infant cannot fit with comfort the limbs of a growing youth". Turn Seattle Posl-IitttUifjcncer&nyB that all over the state of Washington little clnstors of cabins are being mag nified into mush-room 'cities,' with Vubnrbs of 'extensions innumerable, heralded by inllamiug prospectuses as luminals or 'centers for unlhought r and impassible railroad connections, or as 'harbors, which have, in fact, no advantages over other localities." LimrrnxAXT Scmv.vrKA's importa tion or cave-dwellers for exhibition in tlie cast has proved a financial failure, and lie wants the Chicago courts to make his partner pay the sum he agreed to pay and send the Indians liack to their homes, where they want to go. The Louisiana lottery company is willing to pay the State 000.000 a year for a renewal of its charter. Ix the bright lexicon of speculation there is nolliing so uncertain as a sure thing. NEW TO-DAY.
