And all ovr the state the same mis take is being made ignoring the aost important offices in the gift of the people. Take it here or any county of Ore- gou and you'll find ninety-nine out of ; a hundred giving themselves concern 1 alKmt the legislature, and the sheriff and the county clerk- and letting the rest go so far as they are concerned. The county judge and the county commissioners are the most iniorlant to Ukj people of the 'county. That is the positions are important, affecting as they do, the interests of thoo -who Iay the comity's bills. The county com missioners hold the purse strings and can make or mar the finances or the community and they get less per diem than n mau working on the streets. The county judge can aid or retard sneasnrcs involving thousands, of dol lars and gets as much in a year as the comity clerk can make in a month. Because of this our county boards cannot afford to give the attention to the county business that il should have, and the result is the county suffers. The positions should be ivell paid, huflicieutly so to justify frequent ses sions, careful and cxhauslives crutiniz ing of bills and accounts; deliberations for public welfare, instead of a hurried seion, scmi-occasionally. The county judge should receive $2,500 a year: the county commission ers 2,000 a j car each. 2so business man will work for nothing and do jus tice to the work. XECESSAltY LEGISLATION. The three members from Clatsop, at the next meeting of the legislature, will have an opportunity to aid in some wholcxmic legislation, not only for this city, but for the entire state. Foremost among legislative needs is the repeal ot the present swindle known as the "exemption of indebted ness." This ancient fraud exists only by sufferance. It has no adequate reason for existence: it is condemned by everybody whose opinion is worth having, and is a detriment to the stale's bebt interests and is a positive injus tice to seven out of ten of the taxpay ers of the. state. Before and duriug the last session of the legislature Tin: Astoriax made an effort to secure the repeal or this iniquitous measure. A bill to so re peal it passed the house by a good majority : then it went to the senate ; there it was smothered iTi the com mittee room. It never saw the light again. A jwlitical boss who Is no more got the credit of this job. A man who would prostitute his position as chairman of a state central com mittee to put a tool of his on the state supreme bench, is not above strangling a healthy legislative infant, if it gave promise of annoyance of his financial associates. We look for better results from the next legislature, and to see a bill pnt through both houses that will wipe out this menace to the properly of the poor man. and thus do tardy justice to the great majority of the tax pay ers of the slate. The way to have this result brought about is to have the candidates for the legislature pledge themselves that it elected they will vole and weil: for thcrepeal of that odious clause permit ting the allowance of indebtedness in the stale to make up the tax list. The people have the power in their hands if they want to use it. The master motive of buying and selling is money. Not because men love lucre, but be cause money stands for the commodities and nec essaries of life. We are engaged in business to make money, not to accumulate, but to enable us to live. You buy where you can make money by saving it, for a dollar saved is a dollar earned.
