One or Ethvnrd Bellamy's proposals is tbe national control of tlie railroads, and it is remarkable to see tlial a prac tical man like the president of the Chicago fc Alton railroad advocates the purchase by the federal govern ment of all railroads engaged in inter state traffic The ground on which he bases his recommendation is that recent railroad legislation has made the business so difficult andunproGt able that there is nothing left short of government ownership and the operation of the roads on public account. not for prof it, but for the accommodation of the people. He takes, of course, much too gloomy a view of the out look and apparently attributes the present unsatisfactory condition of rail road business to the wrong cause. How ever, that is of little consequence, since his plan will get no attention ex cept as the indication of the breaking up of old ideas of government func tions. As such it is significant A Pan-American railroad seems to Ik the only outcome of the delibera tion of the Pan-American congress. TheXcw York Press regards it with favor, sayiug: I "The great international railroad to connect all the countries of North Central and South America, which is recommended by the resolutions adopted by the Pan-American con gress, is the outgrowth alike or popu lar sentiment and practical engineer ing science. The bonds between the American republics, which arc growing stronger each j car. would be immeas urably strengthened by a great rail road of this description. Its practi cability has been pointed out by rail road experts of the highest character and authority, notably by George H. Ulanchard in an address de livered lat fall, in which he IKtiutcd out the fact that some 2.000 miles of construction would unite the present systems of railroads in the North and .South American conti nents. The initial step contemplated by the Pan-American congress is the appointment or an international commission of engineers, three from each government, who shall inquire into the practicability and advisa bility of such a railroad. In the event that these points are demon strated the commission shall proceed to make plans for its construction, receive bids and make concessions and grants to persons who will under take to build and manage the line. There are other details, but the main matter of congratulation is that the congress has inaugurated a public im provement which is everywhere recog nized as the mobt important since the first Pacific railroad was projected. It is not visionary to predict that the present generation will ride practically from one end of the American hemis phere to the other without change of cars." Very good, if a railway running from North to South America should prove a pioneer of civilization, as the railways have done, connecting the Atlantic with the Pacific ocean. From all this it would apjear that the all-American congress in the building of its first idea has bridled the horse by the tail. Tun Bakers' Convention at Detroit decided to ask for ten hours on 3Iay 1st. Organization has reduced their hours from eighteen and twenty to eleven and fourteen a day. Physicians will be employed to deliver open let ters to show that bread is not fit to be eaten until it is twelve hours old. The Master Laundrymen's union of New York will use 500,000 to drive Chinese out of the business. A rival shop at cut prices will be run beside every Chinaman, and the company is satisfied to lose money. A Chicago laundry cost 500,000, and there are G,000 steam laundries in the states, each with an average investment of S3,000. All the Chinese laundries are controlled by one company, and the employes are said to be slaves.
