Exch'UKBE is published the full
text of an agreement now in circula
tkm for signatures, assigning in trust
stock in the Astoria and South Coast
Railway company.
The provisions are short, plain and
satisfactory.
The noticeable feature is the evident
intent to deal directly with the princi
pal in the matter, without any inter
raediary. There is no stock holder of the road
but what could gladly subscribe to
any and all of the seven provisions,
and as the transfer proposed is in trust
no objection could be raised on that
score.
The point of the proposition is evi
dently this:
Shall or Jshall not the stockholders
deal directly with C. P. Huntington
himself.
The signing or withholding of sig
natures is a yea or nay vote on this
question.
Those who believe that Mr. lleid is
a necessary and unavoidable factor
in this matter will hesitate alxmt sign
ing the agreement
Those who lxjlieve that time is
wasted by endless negotiations en
tailing vexation and annoyance, and
that principals &hould deal direct with
principals, will affix their signatures
without hesitation.

Ann we ever to have pennies in the
northwest? The nickel holds a posi
tion which is hard to assault. An in
teresting experiment has been made
in Seattle which has proved a failure.
The Evening Press, one of the bright
est papers of Seattle, was put on the
market at two cents per copy. This
was a difficult thing to do, but it was
temporarily accomplished. HO.OOO
pennies were secured from the
mints. They were given to the
newsboys with instructions to make
change of a nickle and tell the buyers
to keep the pennies for future use.
At firtt the novelty of this small mon
ey sustained it in circulation, but
soon this feeling wore off and people
disliked the extra trouble. The ma
jority of those purchasing the paper
would give a nickle and not accept
change. The pennies went out of
circulation and now the Press has
announced that one copy will cost
five cents.
This does not mean that cents will
never be used in this section. They
mast come eventually. It would
create a panic in the great money cen
ters of the cast it pennies were with
drawn from circulation. In those
cities where manufacturing is carried
on to a large extent, it would be like
robbing the eastern day laborer of hs
life blood to deprive him of
this method or making close
change. That the movement for
their general adoption is rapidly ad
vsacing west is shown by the fact
that the mints cannot meet the de
mand for pennies coming from cities
west of the lississippi. In ten years
they will be used on the Pacific coast.
A NECESSARY SEQUENCE.
A rEDSox who is well informed on
the flouring mill business remarked
last night that, as soon as the railroad
is built tapping the wheat fields of the
Willamette, Astoria should have some
large flour nianufactnrics. One of the
great points in this trade is to be able
to load from the mill right on to the
vessels that will earn the flour to its
destination, such as Liverpool. This
saves all of the extra transfers which
increases the cost and often causes a
loss in the amount of flour. Flour
aaUk are being erected on San Fran
cisco harbor so that the bags filled
riide out of the manufactory on to the
ship. As a result the Stockton mills
ca&not make the profits that those of
Port Costa do; because coming from
the former place the flonr mut bo
changed from the flat-bottomed river
h4eaaboats to the ocean vessels.

The death of the hundred-millionaire,
John Jacob Astor, in New York
yesterday, recalls to the writer s mind
the fact that several years ago a dis
tgaished Astoria clergyman on a
visit to New York, called upon the mill

t ouded by his grandfather of precisely
the saaac name as himself, and sug
gested that Jno. Jacob the Second,

learning in the city that will perpetu
ate the name and fame of the Actors

The Astorian disclaimed any desire to

Many of the people had noticed the
cheerfulness of the street sweeper,
and they often tossed him
a copper, and sometimes silver.
When the two angels went back to
heaven the Lord" made no difference
between them, but gave to each the
same reward, because each had exe
cuted faithfully his appointed task.
It matters less what we do than
how we do it, for
All service ranks the same with God.
Hereby drudgery is glorified, and
those to whose lot it falls, should work
as hopefully and cheerfully as others
who "win the world's applause."
A rnoJECT which concerns the
United States closely is the Russian
plan of bridging Behring straits, and
thus connecting America with Asia by
means of a railroad. The narrowest
part of the gulf which separates Si
beria from Alaska does not exceed
sixty miles, and there are a number of
islands in a straight line, which would
serve as points of division, and reduce
each portion of the bridge to a length
considerably less than that of the pro
posed English channel bridge. The
Behring strait project has aroused
enthusiasm throughout Russia, and
is being eagerly discussed in the great
cities of the empire. Of course, there
is something very attractive in a
scheme which, if carried out, will
bring us nearer to the day when it
may be possible to make the circuit of
the globe on foot But on the other
hand, in view of the generally ac
cepted prophecy that the supremacy
of the world in years to come is to be
divided between Russia and America,
it might be better for the general
peace if the sea remains uubridged.
It is estimated that there nre 20,000
unemployed men in San Francisco.
This suggests a condition of affairs
which is hard to understand. Labor
demands a high price in this country
and especially in the west In San
Francisco men are paid twenty-five
per cent more than in New York city.
If labor is so plentiful these wages
should go down and give employment
to more men. Farmers, too. all over
the couulry are complaining because
they are obliged to pay so much for
help. If men will prefer to live in the
great cities in a beggarly manner rath
er than work in the country with reg
ular pay and food, the world at largo
cannot have much sympathy for them
Business may be dnll but it is seldom
that an able bodied man cannot earn
sufficient to live well, if he will stand
ready to lake the chances offered those
who deserve.
About a mouth ago the Princess of
Wales had a sealskin jacket made for
her lapdog in Paris, and the import
ant fact was cabled over half the civ
ilized world. It was not of any pro
found degree of importance, but
the result is amusing. One of
the most prominent furriers in
New York made twelve jackets
for dogs immediately on seeing the
news in the paper, and they were all
sold within two weeks.
