by congress. It provides for the pur
chase of 1G0 acres of land as nearly
as practicable in a square form for
townsites at $2.50 per acre. They

incorporation which may bo formed.
The bill was amended to exclude
lands occupied by natives, mineral
Jands, such lands as the fish commis
sioner may select, Kodiac or Afoquak
islands, for the purpose of fish culture,
and also Fribylov island.

If attracting unusual attention
speaks well for the new states, they
certainly ought toachieve a creditable
reputation. But we fear for the con
trary. With a heavy indebtedness in
North Dakota, runaway legislators in
Montana, a nondescript assembly in
Washington, and a crowd of land
boomers in South Dakota, surely con
ditions have combined to give these
states a questionable notoriety. The'
seem to be making up for lost time, or
rather they are, as in the case of the
Washington legislature, losing time
which they can never make up. It is
the same old story of youth and inex
perience. When another generation
has passed away these amusing inci
dents of the present will serve as an
invaluable source for tile stories of the
future.

There is nothing new in the situa
tion. Packers and dealers still are
discussing the prospect for the new
season, and there seems to be some
division of opinion among them. The
majority hold to the belief that the
season promises well for the industry
in all its branches; but there are a few
who make the prediction that the
new cannery companies and their
fishermen will crowd tho streams to
tho damage of the industry generally,
if it does not precipitate troubles
among the fishermen such as were ex
perienced some seasons since on the
Columbia river, when one man fished
and the other held the rifle. It wonld
be better for the packers to arrange
these matters beforehand if possible
It is not right to arm men and send
them out with instructions to protect
themselves. It is more than likely
that there will be conflicts between
the old fishermen and the new on all
streams. There will not bo fish
enough for all, and the old timers,
quite naturally perhaps, will put in
some claims of right to fish tho
streams. The new comers will claim
that the birds in the air and the fLsh
in the sea, in a state of nature, belong
to those who can take them. The old
timers will retort with, why don't you
take them? This will be the signal
for a row. Somebody will get hurt
and nobody will get any salmon.
To make a long story short, there
will not be a large supply of salmon
on any of the streams this coming sea
son if experience is any guide. Tho
Sacramento and Columbia rivers are
making lighter and lighter packs every
year. Alaska is the main dependence
of the packers. Many of the new com
panies will pack in Alaska, but in all
probability one season in tho frozen
north will knock all tho enterprise and
ambition out of them, and they will
leave salmon packing to the companies
that have made a business of it for

Two Pair at a Birth.

Michael Newton of Everson this morn
ing gave birth to four perfectly formed
baby girls.
Mrs. Newiou is rather a large wo
man, good looking and 3S years old,
and had eight children before she gave
birth to those to-day.
Many visitors thronged the house all
day, and the Newtons were the recip
ients of a large number of presents,
including five and ten dollar notes.
When papa Newton got his first
view of his wife and babies ho threw
up his hands and shouted, "Holy
Moses, what a pile of kids!" Ho
gradually became calm, and at last ac
counts was doing quite well.
Tho children are as much alike as
four peas, and their weight is about
four and a halt pounds each. They
arc remarkably healthy and take
nourishment at regular hours.
