The Orcgonian states that an esti mate is to be made by the United States engineers of the quantities re quired to be removed to secure a chan nel in the Columbia to Portland, equal in depth to that expected over the Columbia bar, -which is 30 feet The Orcgonian, properly slates that secur ing a 30 foot channel or even a 23 foot channel, ma be a very different thing from securing a 20 foot channel. The variation of only two feel in depth of proposed improvement of the Miss issippi for a depth less than 15 feet, has been a matter or many millions of dollars iu the estimate of the United States engineers. The length of channel between Portland and the sea of less than 2o feet depth is nearly 18 miles, a vastly different thing from the shorter reaches of only 20 feet depth at the various distinct river bars. But after the engineers have ascer tained the amounts to bo removed, they have ascertained hardly a hun dredth part of the problem. As an eminent engineer lately stated in ref erence to eastern river improvements, if the question -were merely the re moval of so many yards of material, the problem ivould be simple com IKircd with what is encountered. In the river itself is a pow erful and constantly acting an tagonist which cannot be controlled and which is incessantly destroying what has been done by man. The amounts which have been found to be filled into dredged channels in a year by the currents above (hem have been from 59 io SO per cent of the amounts dredged. This is where the currents themselves have not been carrying much suspended material. The rate f refilling during the Columbia river Hoods will necessarily be greater lecause of the quantity of sand the river then carries. The U. S. engineers on the eastern improvements have been unfairly sub jected to much criticism because of their failure to furnish a permanent improvement after the expendituic of large sums by the government, and have, for thai reason, found many enemies among those whom they were doing all they could fo serve. It is belter io face the unfavorable prolKibililics at the start, than to raise false hoes and the bitter feelings consequent upon failure. LITTLE TO ADMIRE. Just now the count ry is ringing with plaudits over the girdling of the world by a Miss Nelly Bly, in some thing less than 73 days, and we are all called iiixin to hurrah for that lady. While gallantry impels us to hur rah for any and every lady on all occa sions. Tun AsToitiAX sees little io admire in this feat. All that she did was to catch the next train or steamer going her way, give a flunky halt a dollar to put her iwggage aboard and go on. Her way was bridged with the gold of her em ployers. Any one, of cither sex not wholly a luuatic, and over fourteen, could have done just the same. There is no courage, no sand, no endurance about it. One of the women of Astoria, who goes out to hold a claim for six dreary lnonths; or who works with or without a husband for a living, shows more pluck, more sand, more heroism in one hour than this pampered traveler in gilded cars and steamers during her 73 day's jaunt around the globe. Neiie Bly has won a world wide reputation. Her name has been in everybody's mouth during her circuit of the globe. Now some enterprising manager should engage her to lecture, or become a star member of a theatri cal troupe. New songs should bo written describing 'My Nellie, Nellie Bly.' In fact the country will be sadly disapoiutcd it she doesn't write a book entitled "Around the World in 73 Days." Jules Yerne would be no where iu comparison. Tun officials of the Northern Pa cific railroad say that the travel to the northwest promises to reach great proixirtions in the spring. This is a good sign, but coming via that road most of the immigration will go to Washington. Oregon deserves these new settlers as much as her sister state. Her resources arc as great, and her climate :is attractive. Every ef fort possible should be made to draw the incoming capitalists, farmers, and general laborers to our state. Meanwhile the Mail Doesn't Come. San Fkakcisoo, Jan. 27. The steamship Santa Rosa sailed this jamming for Portland, without carry ing the United States mail for the north, winch had accumulated here in great volume owing to the complete railroad blockade. It appears that the steamer Columbia, which sailed for Portland last week, charged the United States government $1 per mail bag, bnt the- government only offered 59 cents cr bag for mail to go by the Santa Rosa, which the steamship cowpany refuses. Tho company cites that the British government pays this Aerican line 1 per mail bag for car rying mails from this port to Victoria, aid that when the homo government cat the rate to 50 cents they declined. Two weeks' mail for the north remains here. Tliere was some talk of sending the Portland mail by the revenue cutter IZkhard Rush, but for coal and pilot age over tho Coluinbia'river bar the expenses of the Hush would bo 200 More than the steamship offered to owtv the mail for. Austey and Ann Auslcy for selling land in violation of a con tract. The plaintiff makes the follow ing statements. On Nov. 2S, 1SS9 the defendants wci e owners ef SE1, sec 11), T 8, N B 8 W. on that date the de fendants delivered io the plaintiff this centract: Por 1 paid by Geo. Hulchcroft the defendants agree to convey in GO days with a warranty deed the afore-meii-lioned property, no imcumbrances, lo him for 3,700. ir he can sell it before that time is expired the defendants are io pay Geo. Ilutchcroft $200 com mission, and anything above SG,000. If he fails io make sale in the time stated, the contract is void. .Inn. 1, LS'JO. Hutchcrort sold the land io K. Osborne for 67,200, of which the defendant's share was 5, 700. The latter refused to give the deed to K. Osborne. On .Fan. 27, Austey and wife sold the land to the Oregon Land Co. and gave them a deed for it. Hence the plaintiff sues for $300 of commission, the $1,200 over $G,000, and $250 for expenses, or a total of $1,750. Caples, Hurley and Allen are att'ys for plaintiff. The New Lij:hl Ship. Captain W. W. Khoades, lighthouse inspector of this district, has received plans and specifications of the light ship which is to be placed off the bar of the Columbia. Prom the appear ance of these, says the Oregonian, she will be a very staunch little craft, of composite construction, that is with a steel frame covered with planking. She is to be 112 feet iu length, 2G feet 9 inch beam, and 12 feot 8 inch depth of hold. She will be supplied with a life boat and a sail boat, and will have a crew of about seven men. She will be furnished with a steam fog signal and will be rigged as a fore and aft schooner. Tho craft will be stationed about three miles off the mouth of the river. Bids for the construction of this craft have been advertised for. lo be opened on February 11, and it is required that the boat be completed, and delivered at Astoria within six montlis from the date of the approval of the contract by the secretary of the treasury. Ssion of the County Court. The county court met at 1:30 r. m. yesterday. The petition was read io build a new highway leading from the connty road that goes from the Scandinavian cannery to John Days river. Starting from this it is to extend cast, then southeast through T S N, K S "W. J. Lewis swore lo have given fair notice in a public place. F. Sherman, J. Lewis and It. ll. Marion wore ap pointed viewers, and N. D. Raymond, surveyor. All of whom will meet at the Scandinavian cannery. The reports of P. Sherman for road districts No. 11, and E. M. Grimes for No. 3, were read and accepted. The balance of 36:G7 in No. 14 was or dered to be paid lo the county clerk. The following polling places were selected: No. 1, Liberty Hall; No. 2, court heuse: No. 3, building west of Mrs. McCormack's; No. 4. Pacific Union cannery; No. 5, warehouse of Adair s cannery. Or over 28,000 boys and girls attend ing 121) of the public schools in Phila delphia, more than 5,700 were reported absent last week owing to illness catised by the grip. Etc Yesterday morning about 8:30 there was a big excitement in the street be tween the Columbia and I. X. L. can neries. John Murphy was helping 3Gke Tavis carl salmon to the TJ. P. dock. He was driving his team with a load of a hundred cases when sud denly the whole street under his dray and "horses gave away. Down went jMcGinty; that is they all went, driver, team, ixixes, and slrcct. J t was ncarlx thirty feet io the water. Murphy was not hurl, but both of his horses were considerably bruised. One of them hung on the stringers and was got out all right. The other went down and was in the water an hour and a half, with only his head slicking out. AVhen he was finally loosed, the poor beast was so frightened that he swam out into the river and back twice before they could catch him in boats. He was so exhausted that he couldn't stand up when he w;is out of the water. The animal was bled at the nose, and Murphy doubts it he will again be good for much. When the accident happened there was only a small boy near who turned and ran in fright. It was full- fifteen minutes before any aid came, but a big crowd then gathered and heljed Murphy out of his difliculty. He remarked to the reporter that he guessed he was born to Ixj hanged because he had gone through many tin accident and come out all right. The way to make mone. is to save it. Mrs. "William Dunlap made her appearance last night at a late hour in the Villard house barroom in her night clothes pleading for protection from her hus band, Ym. Dunlap. Upon investiga tion it was discovered that husband and wife had been enjoying a family jar, when "William grabbed a butcher knife .-ind chased her into Ihe street That is the slory she tells, but Dunlap claims that he used no such weapon. They have had similar trouble before. Last July at llwaco bench he tired several shots at liis wife and a man named Gay, whilo they were walking with a party of people along the bench. Dunlap was arraigned in Justice Garrett's court this morning, and held under bonds for tho action or the grand jury, now in session. Dunlap and wife came here about sis weeks ago from Astoria. The land com mission under the last administration cancelled the adjoining farm home stead entry of .T. Iu Cannon to laud in the SW1,' of the E.or sections, township 15, range 11, because he has one homestead entry to land adjoining. Mr. Chandler reverses this decision. He says it was the evident intention of congress that the "ownership" of the land should be vested in the entry man as soon as he has formally com plied willi the law's requirement. The 'ownership'' does not necessarily await the complete investment of title.
