A SPECIAIi AiTROWMATION. Te Ik? Recommended For the Columbia Jetty. In the committee on rivers and har bors last Monday the committee had under consideration the bill which had passed the senate appropriating a large sum of money for removing ob structions in the Missouri river be tween its mouth and St Joseph. It was recommended by the commission and by the secretary of war as an urgent aecessity. The Missouri members and Mississippi members heartily support it Representative llermauu made his support conditional on the adoption ot the amendment which he offered for the Columbia river jetties. It was urged that this amendment would de feat the bill, but Mr. Hermann insisted, that the necessity for this temporary appropriation was just as urgent and as strongly rec ommended as that for the Missouri; while the importance and extent of the commerce passing over the Colum bia river bar was immensely greater. He based his amendmeut largely on the ground that unless the jetty tram way be protected more injury would occur than the same value in cash could repair. He contended that if active oieratious could be resumed early in the spring the entire south jetty could be completed to the full length contemplated in the original project He spoke ot the upper Miss issippi commerce as largely local, while that over the Columbia was covered by the Hags of almost every maritime nation. He promised to support the Missouri bill if Oregon was included as to the Columbia. He made a good impression, and the committee unanimously voted his amendment of $75,000. the same amount that is recommended for the Missouri river. This is to tide over the work uutil the general river and harbor bill can be prepared. There is an aversion to pass any or these ur gcat and 8ecial appropriations, as there arc so many places which insist that an equal necessity exists as to each of them for immediate appropriation. The same bill, as amended, will be reported back. It is doubtful as to the fate it will meet with in the lioxise.
