XOT TO BE RENEWED.
Secbetaby o the treasury "Windom
has decided to refuse a renewal of the
lease to the Alaska Commercial com
pany, which since 1870 has had a mo
nopoly of Alaska seal iishing to the
exclusion of all other seal hunters.
Secretary Windom has decided to
throw the privilege open to general
competition, and will advertise for bids
and propositions for letting the lease?
to the highest bidder or any company
which will give the largest sum and
guarantee to the government.
Bv an act of the last congress the
secretary was authorized to renew the
2ease of the old company or to give
the privilege to whom he pleased.
The matter has been given careful
consideration by the secretary, and
his advisers for two weeks, to the
almost total exclusion of other mat
ters. Solicitors Hepburn and attorney-General
Miller were asked for
legal opinions, and decided that un
der the act of congress the secretary
had full power to renew the old lease
without new bids and could use his
own judgment
Advertisements will be issued for
publication in a few days, when the
form of contract has been fully de
cided upon . It will, undoubtedly, be
like that under which the Alaska com
pany lias been working since 1870.
The new contractors will be required
to furnish the natives employed in
the fisheries with all materials for
curing their winter supply of meat
and to give forty tons of J coal to each
village on the islands of St Paul and
St. George. The company must main
tain schools for the Indian children
on these two islands, and must kill
only a certain number of seals each
year.
While the treasury department has
been considering this view of the mat
far, thesecretary of state has been at
work, hoping fo make a pacific ar
rangement with the English foreign
affairs office to give the bidders a feel
ing of security and warrant that their
rights will bo protected.
Belii's telephone monopoly is con
fronted with two dangerous enemies.
Gray's telautograph is one of these
and Bssick's type-writing telegraph
the other. Gray's device transmits
writing perfectly, and properly ap
plied would take the place of the tele
phone, having the additional advant
age of greater secrecy. The other de
vice is notso well known The sys
tem has been in operation between
Chicago and New Torkfor some time,
using one of the Postal Telegraph
company's wires. Its use in short
circuits was proven practical some
time ago but kept secret Bobbed of
technicalities, the system is simply one
by which a type-writer at one end of
the line is made to transmit currents
of varying intensity which operate a
type-writer at the other end.

Speaker Keed laid before the house
a message from President Harrison,
transmitting a communication from
the secretary of the interior, together
with a draft of a bill providing for
the reduction of Round Valley In
dian reservation in California; re
ferred. A resolution was agreed to on mo
tion of McKenna, of California, and a
joint resolution was passed making
immediately available for repairing
damages caused by flood in Sacra
mento and Feather rivers, an unex
pected balance of SllU.UUU.
A VERDICT OF NOT GTJIXiTr.
Cincinnati, Dec. 20. This morning,
after two week's trial, tho case of the
government against William Moans
and John JX. Decamp, of the Metro
politan National Bank, was concluded.
The offense charged was that of mak
ing false returns of the condition of
tho bank to the comptroller of the
currency with intent to deceive the of
ficers of tho bank.
The jury was out half an hour and
returned a verdict of not guilty.

St. Louis, Dec. 20. A large six
story building on North Third and Lo
cust streets, occupied by Guernsey
Scudder Electric Plant Commercial
Printing Co. and others was burned
this morning.
Tho walls fell and crushed the old
Mechanics' Bank building. Tho loss

sured. Three hundred men are thrown out

Dublin, Dec 20. William O'Brien
was released from Galway jail to-day,
having served two months imprison
ment for holding nationalist meetings
which had been prohibited.
Upon his release he addressed a
large number of his sympathizers, and
received an enthusiastio reception.
A FATAL EXPLOSION.
St. Petebsbubg, Dec 20. A shell
exploded to-day in an artillery maga
zine at Baku causing a general ex
plosion of ammunition stored there
and the destruction of tho building.
A hundred thousand cartridges were
destroyed, four persons were killed
and four injured.
POOR OLD CHINA.
Shanghai, Dec. 20. Railway pro
jects in China have been suspended
owing to political intrigues and popu
lar opposition to their construction.

Washington, Dec. 20. The grand
jury to-day indicted C. E. Silcott late
cashier of the office of Sergeantat
anns of the house of representatives
for grand larceny and forgery.
THE WBECKED "IDAHO."'
Victoria, Dec. 20. The wrecked
steamer Idaho drifted off Race rock,
this morning. There was no tug in
port to go to her relief. After having
drifted off the rocks she floated ashore
again at Benteck's Island.
A FATAL COLLISION.
The steamships Cleddy and Isle of
Cyprus, collided- near the Isle of
Wight to day. The former sank and
thirteen of her crew were drowned.
A MAN WITHOUT A COUNTRY.
Lisbon, Dec. 20. It is reported
that the Portugese government is anx
ious for Dom Pedro to leave Portugal.
The calmness with which the people
of Brazil accepted the over-throw of
the empire and the establishment of
a republic, encourages the radicals of
Lisbon to believe that they will
eventually achieve a similar quiet
bloodless revolution in Portugal.
