Scandal in Spok'ane. Spokane Falis, W. T., Sept 16. Exposures in the most disgraceful scandal in the history of "Washington were made to-day. On account of the terrible fire that occurred August 4, thousands of dollars worth of pro-. visions were sent here from all parts of the country for the relief of the sufferers. The supplies were taken charge of by the relief committee and issued to applicants upon orders pb taiued from persons authorized to perform that duty. Subsequently, it was discovered that crookedness had been practiced, aud that Kobert Inglis, an employee of the relief committee who was sus pected of stealing goods and soiling them to the grocers and others, had left the city. Chief of police Warren traced him to Chico, California, and brought him back. He then made the startling statement that a con spiracy had existed among the offi cials and others, for the appropriation of the relief supplies oa a large scale. Inglis' examination was continued until to-day, and he was released on $500 bail. He made both written and verbal statements in detail, and as late as last Saturday night reiterated his oft repeated declaration that he intended to stand his trial and ex pose all who were guilty .of the crime of which he was accused, still claim ing that he was acting under orders in all his transactions while ip the em ploy of the committee. An investigation implicated coun cilman Waters and Dueber, police men Gillespie and others in the steal ing of several thousand dollars worth of goods. A large sum was sub scribed to proscecute the rascals. The guilty parties mentioned above will be arrested to-night and other arrests will bo made to-morrow. It has been long suspeoted that a conspiracy existed iu the council for the purpose of boodle, and a perma nent citizens' committee wa3 organ ized to protect the people against a recurrence of official misconduct of any character. President Taylor of the board of trade, in his speech to-day, openly expressed his opinion that this move ment will save the city at least S100, 000 a year. The people keenly feel the disgrace that has fallen upon the city, and are determined to let no guilty person escape. Military men state that Waters will surely be court-martialed for con duct unbecoming an officer. Both he and Dueber will be rea nested to resign as members of the city council.
