WATERWAY ASSOCIATION.
The fifth aunu'al convention of the
Columbia -waterway association "will
bo held at Portland in just a month.
The purposes and object of the asso
ciation have been advocated in these
columns so often that it is only neces
sary to here state that Astoria fol
lows the usual course of sending a del
egation to the nest meeting prepared
to co-operate with any and all meas
ures looking toward the fruition of
the motto of the associatien: "an open
river."
While the realization of this hope is
of interest and value to the entire Co
lumbia basin, it is of transcendent im
portance to Astoria.
So far as Astoria is concerned, the
earning meeting of the association is
most opportune. Now that railroad
connection is assured, an open river
assumes a new phase: the coming en
trance of Washington and Montana
into the Union gives four more sena
tors and at least two more representa
tives to plead the cause of the Colum
bia river improvements in the capitoL
The excellent progress made at the
mouth of the river this season justifies
the asking of adequate appropriation
for the speedy completion of that
great work.
There is one part of the Columbia
improvement that lags the work at
The Dalles, Celilo, the Cascades
what is styled the "upper river im
provement" The Columbia waterway associa
tion has considerable influence. Let
it swing that influence in securing a
change in the administration of gov
ernmental affairs in the upper Co
lumbia. That is the one vital point
of weakness in the existing situation
to-day.
Whether intentionally, or on pur
pose, that" work lags, it always has
lagged, and always will till the close
of the century unless the powers that
be are stirred up.
The Astorian suggests consider
able stirring up. WTe all know what
we want, and are not at all bashful or
backward in walking up and askin g
for what is our due.
Slow poking people got a stirring
up at the '87 convention of the asso
ciation in this city that did abundant
good, as the last two years show.
A little wholesome agitation is in
order.
The following, from a Nevada ex
change shows that that state is fast
going to the degs:
A somnambulistic miner in the Ho
mer district, nightly at midnight leaves
his cabin and returns in a few hours
with a sack of ore worth S10 per
pound. The somnambulist has been
watched, but he is so agile in climb
ing steep mountain sides that no one
has, so far, been able to track him to
the spot where he gets the rich ore.
He has accumulated above $-,000 in
gold mortared out of ore secured in
his somnambulistic rambles.
Time was when that "somnambu
list" would be waked up in mighty
short order. The old Silver state is
evidently petering out when such go
ings on are allowed.
