sessment made by Ordinance No. ,
of the City of Astoria, Clatsop -county,
Oregon, and which ordinance passed
the Common Council on the 27th day of
August, 1889, and was approved on the
30th day of August. 1889, for the im
provement of Hemlock "street, in the
City of Astoria, as laid out and recorded
by J. M. Snivels", from the west side of
East Pirst street to the eastern end of
said street, in the manner provided by

ria, and which ordinance passed the
Common Council July 23rd, 1889, and
was approved July 25th, 1889, on each

West Sixth Street Grade Notice.
Notice is hereby given that the Com
mon Council of the City of Astoria pro
pose to alter the grade on West Sixth
btreet in the town, now city of Astoria,
as laid out and recorded by J. M. Shive
ly. and establish the same as follows, to
wit :

WASHINGTON'S CONSTITUTION.
The New State's New Organic Law.
Boiled Down For Bnsy Men To Read.
There shall be not less than G3
nor more than -09 members of the leg
islature. The first legislature sits the first
Monday in November.
Contract convict labor is prohib
ited, although tho state may work its
convicts.
Alien ownership of lands, other
than mines, is prohibited, unless the
alien acquires tho land by mortgage
or inheritance. In fact this is a sec
tion which pretends much and means
nothing.
Public offipers are prohibited from
using railroad passes.
The governor may veto the- items
in a bill without killing the whole
bill. His salary is fixed at $1,000.
The. supreme court is elected the
first election at the adoption of the
constitution.
There shall bo in each county, with
some exceptions, a superior court
having the jurisdiction formerly ex
ercised by, and superceding, the dis
trict and probate court.
Justices of tho peace, and county
commissioners -shall be paid in fees;
all other judicial officers by salary.
The salary of. the superior judge
shall be $3,000.
The county clerk shall be clerk of
the superior court
A person will not bo a voter, after
the adoption of the constitution, un
til he has resided in the state one
year. Until then a six months resi
dence is sufficient.
The first county election after the
adoption of the constitution, shall be
held in November, 1890, and bien
nially afterwards. State officers shall
be elected for four years.
In taxation debits may be deducted
from credits, and corporation prop
erty shall bo taxed as far as possible
like, property of individuals.
A three-fifths vote is necessary to
bring tho total indebtedness of a
county, city or school district, up to
a 5 per cent, maximum. However" a
city for light, water and sewerage, by
the same vote, may incur a 10 per
cent, indebtedness, all told. The
kcomraon school fund shall remain in
violate.
No county seat shall be removed
without a three-fifths .vote.
No new county shall be established
which shall reduco the population of
any county to less than 4,000 people,
nor shall any portion of a county be
segregated without the consent of the
people of the segregated district.
No county officer shall hold his
office for more than two successive,
terms. -
The legislature may regulate rail
way and steamboat freight or passen
ger tariff, and create a railroad com
mission. No free passes shall be issued to
state officers.
Trusts and monopolies are prohib
ited in a section which has the ozone
of IJie stump blowing through its
whiskers.
The permanent location of the cap
ital shall bo decided by the vote of
the people, October 1st. v
A harbor commission shall estab
lish harbor lines in frout of ihe
cities. Beyond the harbor lines the
tide lands shall be sold. The area be
yond the harbor liues and tide lands
shall not be sold. Tho area between
the harbor line and high tide mark
for from 50 to GOO feet from the har
bor line," as tho harbor line, as tho
commission shnll determine, shall not
bo sold nor leased. This will give
tho commission great power. By
running tho harbor line GOO feet from
ordinary high tide the commission
may withdraw forever from sale all
ot tho tide flats in front of a city.
The legislature may provide for leas
ing this property.
School lands shall b'e appraised
Lgnd sold to the highest bidder. The
improvements Bhall not bo appraised.
Sale3 of school lauds heretofore
made by conuty commissioners may
be confirmed by tho legislature. If
within the area of incorporated cities,
school lands may be platted and sold
in blocks of fivo acres.
The state leaves the patented tide
lands to tho donation claimants, and
their successors, unless the patents
shall be impeached for fraud.
All tffficers provided for in this con
stitution, including the county clerk
for each county, when no other time
is fixed for the election, shall be
elected at the election to be held for
the adoption of thi3 constitution, on
tho first Tuesday of October, 1889.
All district, county and precinct
officers hold over until Jnnnary, 1B91.
Prohibition, woman suffrage and
the location of the capital will be
voted on separately.
