NoTicn is hereby given that the as
sessment made by Ordinance No. ,
of the City of Astoria, Clatsop county,
Oregon, and which ordinance passed
the Common Council on the 27th day of
August, 1889, and was approved on the
30th day of August, 18S9, for the im
provement of Hemlock street, in the
City of Astoria, as laid out and recorded
by J. JL Shively, from the west side of
East First street to the eastern end of
said street, in the manner provided by
Ordinance No. 1103, of the City of Asto
ria, and which ordinance passed the
Common Council July 23rd, 1SS9. and
was approved July 2."tli, 1880, on each
of the following described lots and por
tion of lots and ulocks fronting on any
portion of said street, is now payable at
the office of the city treasurer in U. S.
gold coin, and unless paid within five
days of the final publication of this no
tice, to wit: on or before Wednesday,
September 18th, 1880. the Common
Council will order warrants issued for

mon Council of the City of Astoria pro
pose to alter the grade on Vei Sixth
street in the town, now city of Astoiia,
as laid out and recorded by ,J. M. Shive
ly. and establish the same as follows, to

children sold whose veins contained

dark. It is a never-failing proof of
mixed blood. The mark is not always
black, but is always considerably
darker than the rest of the body.

child at its birth is as light colored
as a white one. You wouldn't notice
any difference in the color at all. In
three or four hours after birth the
skin begins to turn dark, nnd in a
short timo becomes as black as the
