The draft of the constitution pre pared for submission to the North Da kota convention contains one com mendable feature. It makes the read ing of the Declaration of Independ ence in the English language a test of a voter's qualifications. Washington territory is getting a scourging from fire this year. Seat tle on the western verge, Ellensburg in the ceuter, Vancouver on the south, and now Spokane Falls, in the extreme east. There is something singular about the Spokane Falls fire, for the business part we are told went in two hours, and yet it is more largely built of brick and stone than Portland. It was no frame city, but solidly built The conflagration is a warning to Astoria, and illustrates the terrible power of fire when once it gets uncon trolled sway. W. A. FOSTER'S DWEI.LlNtt BURNED. Jewell, Or., Aug. 5. Editor Asterian: On Sunday the 4th inst, at about 11 o'clock a. m. the dwelling house and other out buildings except the barn of W. A. Foster was destroyed by fire which, originated in a defective flue. The fire commenced while the folks were getting ready for Sunday school, and had gained such headway before it was discovered that it was impossible to get it under control and it burned so quickly that only a small amount of household goods were saved. There was no insurance and the loss falls peculiarly heavy as it represented the earnings of years of hard labor, but W. A. is not discour aged but is going right to work to re pair the loss. A reporter of The Astorian visited the hospital yesterday and found the following patients getting along first class under the guidance of the doc tors and the sisters: Aaron Pearson, who had his right knee severelv in jured by its being stnick by a cant hook at the Clatsop mill a few days ago. Also Lee Bain, who had his shoulder dislocated at Fort Stevens. Mr. O'Connor, of Naselle, who under went the operation of removing a tu mor, is getting along nicely. Also a Mr. Black, of Naselle, who was very uauiy crusueu in a logging camp, is able to be around. The hospital has twenty-two patients, all getting along very well. At nine last night the wires were all down. Early this morning the following dispatch was received from the strick en city. Spokane Falls, Aug. 5. "Hon. Van B. DeLashmutt and Portland Board of Trade: Gentlemen: Twenty-eight blocks were burned last night. The people are destitute of provisions, except flour. The Northern Pacific will run a special train from Portland, please send us provisions and tents. The mayor and the president of the board trade are not present and the citizens sent this to you. (bigned) Lugene Hyde, D. M. Thompson, F. P. Way- mouth, A. J. Shaw. A meetmer was called at once and a committee appointed to solicit aid. The following telegram was sent: Messrs. Euaene Hyde, D. M. Thomp son, F. P. Waymouth, A. J Shaw and Citizens of Spokane : Provisions, blankets and tents will be sent immediately. A committee of fifteen is now at work sol icitinc aid. Fulton, of the Northern Pa cific Railroad Co.. has sent telegrams to all of the Northern Pacific on main and branch lines in Oregon, Washing ton and Idaho, instructing them to receive and bill free of charge all con tributions of supplies for bpokane. Mr. Fultoo has also signified his in tention of rushing ali contributions through, on passenger time thus mak ing a saving of twenty-fours time. He leaves for Spokane to-night to attend to arranging matters for the company there. It is a matter amounting to impos sibility to-day to secure and itemize statements from various insurance companies, home and foreign, regard ing policies held in the burnt city. There was a general dis position to withhold the names of insurers and also the respective amounts owing to the fact that at tachments might be sued out by cred itors here. A Washing ton special says: In the diplomatic circles the impression is growing that the United States and France are making preparations for a contro versy over a small island under the jurisdiction of the Haytiau govern ment. Ever since the proposition to construct a canal at Panama the United States has been endeavoring to get possession of the island in question, which is situated iu the im mediate vicinity of St Nicholas Mole, and is down on the naval charts as Great Inagiia. the sealing: policy. A WIERD EXECUTION. Minneapolis, Aug. 5. Albert Bu low, a self-confessed murderer, a fa talist who believed that his existence ended when the rope on which he dangled drew taut, friendless and ap parently without heart, was hanged at an uncanny hour this morning. The hardened man had said that he wanted no sympathy and he got none. The law was executed without any senti ment, in the deepest hour of night, under the blue sky, and with lanterns throwing a sickly light upon the doomed man's pale face. He met the accursed fate of a murderer, hanged by the neck until he was dead, and with almost his dying breath he spurned the mercy of God, which is usually invoked upon the souls of such as he. The drop fell at 1:48 a.m. capture a sea lion. Menasha, Wis., Aug. 4. During the past two years people here at various times claim to have seen a jffltr ni liiir?- a - sea serpent in lake Winnebago. Others who saw the alleged monster said it was a whale, in one or two instances affidavits to the truth of the claim were made. It is now found that there was some ground for the stories told. Saturday afternoon, while two boys were spearing frogs near the lake they saw the monster in a shallow pool. Assistance was summoned, and a sea lion eleven feet long was captured.
