Some years ago & city missionary
was crossing one of the parks in New
York on the Sabbath day and Baid to
a lad, "What are you doing here,
breaking the Lord's day? You ought
to be at Church and worshipping
God instead of breaking the Sabbath
in this way." The poor lad in hia
rags looked up at the city missionary
and said: "Oh, sir, it's very easy for
you to talk that way, but God knows
that we poor chaps ain't got no
chance."
The sentiment seems to be crowing
that in the United States the time has
arrived when "the poor chaps don't
have no chance."

are not shut out from making a liveli
hood, but the gulf between riches and

VILLARD AND THE 0. B. & H.
The Belief That He Has Got Control
There seems to be no doubt that
Henry Villard has got control of the
Oregon Railway and Navigation, and
that Elijah Smith will be ousted from
the presidency nt the annual meeting
to be held in Portland next month.
He is expected here to make his own
fight, and it is believed by many rail
road men that he will be elected to
tho presidency. Some say that the
last issue of 310,000,000 worth of ad
ditional preferred bonds gives him
control, while others aver that he had
the upper hand without this valuable
adjunct. Villard would have been
elected last year had the Oregon and
Transcontinental meeting been held
before the Oregon Railway and Navi
gation meeting. The fact that he
was elected president of the Oregon
and Transcontinental is considered
evidence that he had the power. Fort
land prefers Villard to Smith. The
latter is not held in high esteem, be-cause.-when
he got hold of the Oregon
Railway and Navigation, he downed
every officer who took an interest in
the company or city and then reduced
the wages of the employes.
Villard's scheme is thus explained
by a director of the Oregon fc Traus
continential, one of the men, by tho
way, who voted for the issuance
of the new stock. This is what ho
said:
"Villard is largely interested in the
O. R. & N. himself, and besides, be
holds a large block of stock as trustee
for German capitalists. When the
joint lease was off, and the Union and
Northern Pacific began fighting and
building into each other's territory,
hesaid that neither would make any
thing by it, while on the other hand
the value of stock of both would be
Hepreeiated. Therefore he was com
pelled to take this step to protect
himself and his interests in the North
era Pacific and O. R. & N. He will
become president of the O. R. & N.
in June, and that will be the end of
war. r think he will take the presi
dency of the Northern Pacific next
September, when all troubles will be
finally and amicably settled. When
he gets control of the Northern he
will pnt into force his policy of
division of territory suggested when
the joint lease was under discussion.

Pobtlakd, May 17. This afternoon
PlorenoeTMcOarthy was granted a de
cree of divorce from John C. McCar
thy on the ground of desertion. The
couple were-married in Minnesota in
1881.
This morning Fred Warnocke, of
Mount Tabor, was examined and ad
judged insane. He is a native of Ger
many and 44 years of 'age. His malady
is caused from hard work and expo
sure' in the hot sun.
This morning the attention of the
errand jury was invited to the case of
Frtnk Jarvis, of Booster rock, who so
emphatically declares his innocence in
a card in to-day's Oregonian of the
crime of incest A witness in the
grand jury room while Jarvis' ruined
daughter was testifying to the unnat
ural conduct of her father, said she
told the story so straight and appar
ently truthful that none of her listen
ers could help believing every word.
She narrated all she could remember
from her girlhood, and it was manifest
to everyone that her recital of the re
volting details was not a concerted
story. The unfortunate woman stated
that her mother is in an insane asylum
and that the woman her father' now
claims as his wife is" not ,married to
him. Grand jury will report on Jar
vis' case to-morrow.
BOLIVIA TO BE REPRESENTED.
Washutotok, May) 17. A dispatch
has been received by the state depart
ment from Carlisle," United States
minister to Bolivia, stating that. Bo
livia will be represented at the- con
ference of American nations" to be
h'eld'here next autumn.
It is believed that Bolivia will send
a minister plenipotentiary to Wash
ington, nnd will make the Unitod
States a first class mjssion.

He did not show up and the wedding
did not transpire. When she arrived
here she found Morack had left the
city. His whereabouts are unknown.
She came here a month ago from Chi
cago with 2,000, and proposed to
start a lodging house. She met Mo
rack. He told her he was a wealthy
mining man, and offered to invest her
money for her in certain mining stocks.
He would speedily double the capital.
He also made love to her. She recip
rocated his allection and promised to
be his wife. She gave him her all,
82,500, to invest for her, with the re
sult as stated. She does not care for
the money, she says, but bewails the
sacrifice of her affections. She would
give up everything to get him back
and have the marriage ceremony per
formed. If is believed Morack has
gone to Chicago. She proposes to fol
low him. She had to pawn her jewelry
to raise money for the trip.
ELECTRIC DEATH MACHINES.
New York; May. 17,. Contracts
were signed to-day oy winch the
state of New York purchases for the
electrical execution of. condemned
criminals three Westinghouse alter
nating current electric light dynamos.
The state prisons at Sing Sing, Au
burn and Clinton are each to have
one of these deadly machines, which
will be driven by the engines already
in place. The current will be applied
to the unfortunates at the same pres
sure used by this system for electric
lighting, and the state's experiments
have shown that death will ensue in
less than thirty seconds.
WHIPPED BY WHITE CAPS.
Marion, Ky., May 17. The White
Caps have been on tho war path once
more. This' time their deed was com
mitted in Caldwell county, near a littlo
trading post called Creswell. They
dragged out and severely whipped n
man named Boston because"he would
notjroperly support his family, so
they claimed. They went to his
house at night and dragged him from
his bed. Quite a scuffle ensued, dur
ing which the wife of Boston, tore
the mask from the faces of two of the
mor), and says recognized them. The
people are loud in their protestation
of this business, and if tho offenders
can Improperly identified they will be
made to suffer for their deeds.
