The Testimony Before The Committee,
Some Statements That are" Mostly True.
The senate committee, senators
Dolpb, Allison, Pngh, Stanford, Mor
gan and Hale met in San Francisco
last Friday. .Inquiry ialnmbef and
fish interests was first taken up.
E. M. Herricfc, president of the
Pacific Fine Lumber association, was
the first witness called. He pro
ceeded to speak of the lumber trade
ot the northwest, comparing it with
the trade of British Columbia. He
exolained in detail all the facts tend
ing to support bis protest and that
of all lumbermen to any onange in
the existing tariff on lumber produced
in British Columbia. The abolition
of the duty on lumber for entry to
this country would, in his judgment,
be absolutely fatal to the lumber in
dustry in the northwest. He gave
figures in support of all his state
ments, and responded readily and in
careful detail to many questions sub
mitted by senators Hoar, Hale and
Pngh. The lumber production of
Washington territory, nortn 01 uo
lumbia river, was 1.200.000.000 feet.
The local consumption amounted to
450,000,000 feet. This left 750,000,000
feet to find a market by -way ot the
Pacific ocean. There were at least
250 million feet of lumber to-day in
that part ot the United States for
which no marKet coma do iouna.
The mills had shut down now bo that
the mills are kept running only seven
teen days a month. Lumber is being
sold today by the cargo'at cost. The
retail price of lumber is now 18, the
cargo price being 814.
With the duty off lumber, the Brit
ish Columbia mills could within a
year supply all the American de
mand. To do this the mills would
have to increase, their capacity only
about 50 percent. The lands west
of the Cascade mountains, in Wash
ington territory, are valued chiefly
for lumber and coal. There is little
real agricultural land in that section,
The timber settlements of the north
west are important factors in develop
ing the country. The best class of
men go there, they have famines, ana
churches and schools grow up at
these points. The cities of the Sound
are chiefly dependent upon the lum
ber interests, la iJntisn uoiumuia
Chinese labor is largely employed
There is now a large surplus of
manufacturedlumber for which there
is no demand. For several years
lumber has not yielded the manufac
turer a profit ot over $2 a thousand.
The abolition ot duty win De aisas
trons to the coaatinc trade, for Brit
ish bottoms would be largely utilized.
The value ot our timber lands would
he much derjreciated. because the
supply of practically the'same timber
Details about the salmon canning
business on this coast were given by
E. B. Beck, commission merchant.who
is interested in a number 01 canner
ies on the Columbia and in Alaska.
The Alaskan canneries turned out
500,000 cases of salmon last year: five
years ago tne output was not ou.uuu
cases. British Columbia in the past
five years has produced HU.UUU cases
of salmon, while our canneries have
Dacked 4.200.000 cases.
There would, in witness' judgment
be no advantage to our cauners in
reciprocity with Canada. There is
little or no home consumption of sal
mon in British Columbia. Nearly all
the local product is sent to tne east
ern provinces and to England. There
is practically no demand outside of
Victoria. There is now much compe
tition among our canneries. Many
small ones have gone under lately.
Keciprocity would not be desirable
for canned fruits; if there were as
many people in Canada as here, it
might be.
W. O. Lynde! of Lynde& Hough,
was called upon to give some infor
mation abont Jfacino coast nsnenes.
He explained that little except cod
fish were caught nud packed here.
"No haddock?" queried senator
Hale, of Maine.'
"No haddock, hake, or any scale
fish like them, that yon have east."
responded witness. Continuing, he
said the supply ot the northern ush
inc banks is practically inexhaustible.
It it limited only to the demand,
whioh is chiefly local. Some cod are
sent to Australia. None can be sent
east; on the contrary, our. markets
are Sued all the time with fish from
the north Atlantto fishing grounds.
If the eastern competition were shut
off, the coast cod naileries would sup
ply all the western market and could
supply the world, it necessary.
There nre plenty of halibut bore,
but there is no market. People here
are not a fish-eating community
generally, and don't take to halibut.
'They don't know what a good fish
is," interrupted senator Halo.
The fishinc trade .of the coast has
developed quite a fiabing community
of sea-faring men. There are about
seventy-five vessels in the trade at
this time ot the year, some of them
200 ton Bhips. There are many hardy,
trained men in the service who would
be ot value to the government it re
quired as seamen. In witness' opin
ion the abolition ot treaty duties
would work disaster to our fishing in
terests.
Regarding the extent ot the salmon-
canning business, it was said that
hundreds or persons caa gone into
the business this -year ministers.
doo tors, lawyers and all classes ot
the community, it' was intimated
that success is not in store for all of
these. As to supply, views differ.
Many mistake "dog salmon," which
are very plentiful, for the salmon
proper. The "dog salmon" turns white
when canned.
..George Tasbeira, manager ot the
Codfish Trading company, was next
asked b few questions. In reply he
said that the compensation of the
men employed by his firm depended
entirely uponjhe catch. The outfit
was provided entirely by the owners.
The salmon fisheries of Alaska he
thought had largely become specu
lative enterprises. During the last
five or six years he-had made noth
ing in'his business. The .committee
adjourned.
