ELSEvniEBE appears the second an- nual report o tbe Astoria building and loan association, which shows a prosperous and satisfactory condition of a lire borne institution. Tbe report speaks for itself and does not require a word of comment Yet tbere are a few salient points tbat deserve notice. Tbe receipts for tbe year were S2o, 453.D5: expenses, S43L70. This is an admirable showing for efficiency and economy. Tbe practical good of tbis associa tion is tbe substantial nid it affords borne dwellers and tbe mutual profit it guarantees stockholders. A little institution like tbis tbat can accommodate a man who wants to build a modest home or improve bis little preperty: tbat is carefully cenducted: that has made nineteen loans during the year, and is able to show its stock holders a net profit for. tbe year of 81,918.70, te an enterprise that justly deserves editorial commendation. AVe confidently direct attention to the manner of doing business on tbe part of tbis association. Probably other enterprises might find something of worth and profit in noting its workings. There is no butting nor boosting nor bat-passing. There is no whimpering nor crying nor beating of breasts nor personal warfare. It is strictly business. A man or woman or bright boy or eirl subscribes for so much stock and pays a dollar a month for eacb share. Tbe coin conies in, and tbe profit declares a handsome dividend. Railroads have been built tbe samo way by people who realized that there was a profit in the business; that it took money to build a railroad; that outside capital was no belter (probably not so good) as home capital, and who didn't wait, crying '"For God's sake come here and build tbis road," but took a few of tbomany idle S20 gold pieces, jingling idly in their pockets, and built tbe road themselves and bad a good thing of it in profits to divide. The Astoria building and loan as Bociation begins its third year under most favorable auspices. It shows what a few ten dollar pieces can do when put together and bandied. It is an illustration of what might b9 done in a few other profitable en terprises tbat Astoria might as well have going. Tbo savinjrs of a country, state or community represent its -wealth. Tbe thrift and prosperity or evcrj individ ual or family must alwajs depend upon the amount they save. Wo can contract habits of saving or spending. The happiest and most prosperous communities are those which have stimulated and encouraged more than any other the systems of savings or saving institutions. The city of Phil adelphia with its 700 building and loan associations, and the peculiar manner in which bills are paid, land lords abolished and a city made a city of homes, has attracted the attention of the thoughtful throughout the land. "The home is the foundation of the state. The manner in which homes may be secured by all people thercfoie deserves our careful consideration." "With a homo come3 to its occupant andowner a natural pride in the caring for, improving and boauti?ying, while a rented house is at the bast bnt a stonninji place: no tendrils of the heart's affection cling to it. The building and loan associations of Phil adelphia have caused the building of more than one-third of the city, and enabled the Quaker City to herald the proud boast that her workmen own their own buildings to an extent greater than any other city in the world; and with such n percentage of a city's people living in their own homes come3 contentment and en hancement of tho value of property. One-fourth of tho population of tho city of Cincinnati arc members of buildinjr and loan associations. The membership includes women and children. Building and loan associa tions have been tested, on a largo scale both in Europe and America, and have met with a success that is proverbially prosperous, so much so that history does not record a failure of one of their number in tho last fifty years. i Epoch. The following notico has recently been issued: The lighthouse board regrets to stato that the appfopria Hoh for salaries of keepers of light houses is insufficient to pay salaries for tho entire year upon the basis now allowed. This deficiency was antic ipated and reported to congress, but no money was appropriated to meet it As it is absolutely forbidden by law to exceed tho amount appropriated during any year, it will, therefore, be necessary to make a deduction from the salary of each keeper in the ser vico sufficient to bring tho total pay ment within the amount now set aside in tho treasury for tho purpose. It is found that such deduction must be about 4 per cent, of the annual salary of each keeper. That amount will, therefore, be de ducted from the salary of each keeper now in the service. A careful account will bo kept of each deduction, and every effort will be made to have an appropriation made by congress to re fund it.
