Continuing yesterday's remarks anent people rlio go arounil talking "hard times," it is further to bo said that the habit is only a habit. A good many people in this little -world of ours are afraid of competition. They pretend poverty and talk dejectedly when, ofttimes, the fact of the matter is that they are trying to scare some one away, particularly if they think he is likely to embark in the same business that they are carrying on. They've been saying the same thing so long that they believe it them . selves if nobody else does, just as any one -will -who has been telling the same -story, true or false, for twenty years. The injury that these croakers do is in this way. They impregnate strang ers and visitors with a certain or un certain amount of distrust. People who know them don't mind them, but to the visitor their fears and weak nesses and abject expressions are no ticeable and injurious to us as a com munity. Every Astorian should, wherever he is, talk for the town:have a good word for it on all occasiens: meet with a smile and a word of encouragement the man who comes to cast his for tunes with us; and aid him. In aiding others wo aid ourselves. No man can accumulate wealth without his neigh' bors sharing in the prosperity, and purely as a matter of selfish policy it is bettor to build up than to try to pull down. Tho way to make '"hard times" is to talk "hard times." Tho man who talks ''hard times" thinks "hard timo3," and would be a poor creature if he had an income of a thousand dol lars a day. It isn't tho amount of ready monoy or property a man has that makes him rich. A man witn a clear conscience, a good digestion, a faithful friend, and S5 in his pocket, is richer, far richer, than u poor man with a hundred thousand dollars in tho bank, his intestines twisted into a knot, and a bcowl on his face as ho tries to turn peoplo's heads over their shoulders croaking and crying about imaginary "hard times." They want to get to "tall timber," but it will take more money than seems to bo in sight There is no doubt but that if all the people of Astoria would interest themselves and go to work, they would make the thing go; but it seems there are somemossbacks down there, and those who want to do something, and help out the town are discouraged. The investigat ing committee investigating tho work ing of tho interstate commerce law and Canadian roads doing business in this country resumed work this morn ing. Tho first witness called was presi dent Chas. Francis Adams, of tho Un ion Pacific. Mr. Adams thought that tho interstate commerco law in many cases was cruel. Those who obeyed it lest: those who evaded it profited. "I should like, however, to see it uni versally obeyed and given a fair trial," said Mr. Adams, "and since January I believe the law has been better obeyed than over before. I know, for instance, that large shippers who here tofore practically dictated their own terms can do so no longer. The inter state commisioners, I know, are do ing good work. Tho greatest service commissioners could do railroads in general would be to prosecute some of tho offenders. Nothing wouldhavo a better effect on tho situation." Mr. Adams thought that the com mon railroad law between Canada and tho United States and a legalized pool would be a good thing and would tend to bring about a solution of the pros ent trouble in reference to the Canad ian roads. "If you think tho interstate law a eood thing, where does all tho opposi tion come from?" asked Senator Blair. "You must remember the country has been built up on a system of dis tribution which the interstate law has shaken to its foundation. The long and short haul clauses give, in effect, to the smaller cities many of the ad vantages hitherto exclusively enjoyed by larger cities, and the consequence is, in a city like San Francisco, the opposition is very strong," was Mr. Adams' answer. Re sponsible parties jnst in from Lame Deer, Montana, report that a largo party of Pine Ridgo Indians led by lirasshopper have come into Tongue river agency for the purposo of getting up a sun dance among the Uheyennes. Tho Cheyennes are in sympathy with tho Sioux and the sun dance will cer tainly be held unless the Indians are overawed by the presence of a large body of troops. Tho Crow outbreak of last summer had its origin in a sun dance gotten up by Grasshopper, and held at the same place. AL. OODY SENTENCED, To One Tear in The Penitentiary. Portland, May 8. AL Cody, re cently convicted of mayhem was to day sentenced by Judge Stearns to one year in the penitentiary. Tho case may be appealed.
