Senator Uitchell'Layinff Wires to Se cure Ee-Election. Fertlasd'a Choice for Governor Is D. P. Thompson Democrats Hay Ran Pennoyer. (Seattle Post-Intelligencer .) Though the next general election will not take place until the first Monday in June 1890. the local politicians are all ready fixing slates, many of which will be smashed to smithereens -before long. The officers' to be elected are a congress man, a governor, a secretary of state, n state treasurer and a legislature that will assemble in Salem on the second Monday in January, 1891, to elect a United States senator to succeed John H. Mitchell. The great fight will be over the governorship and the senatorship. Oregon being practically hopelessly Re- Sublican, all the slate-making is being one by the members of that party. Of course, the fight of all fights -will be the one whose outcome will settle the senatorial question for some time. Be fore entering upon a discussion as to who is who in this matter, let us first look at the probable political composition of the nextlecslature. Tho body which finished its session six weeks ago consisted of 72 Repub licans and 18 Democrats. Each house contained nine Democrats. As the sen ators hold office for four years, or two terms, fifteen of them thirteen Repub licans nnd two Democrats hold over until tho next session. That is a pretty good nucleus around which the Repub licans hope to gather a handsome working majoritv. Clatsop, Clackamas. Lane, Linn, Marion, Multnomah and Yamhill counties will return ten Republicans, and Baker, Benton, Grant, Jackson and Uma tilla five Democrats. That will give the Republicans 23 and the Democrats seven in the senate, a majority of six teen for the former. In the house the Republicans will have they say, 40 representatives, and tho "Democrats themselves do not claim over twenty. With this representation, the political complexion of the legisla ture on joint ballot will be sixty-three Republicans and twenty-seven Demo crats, a Republican majority of thirty six. Possibly it may be less, but what ever it is, the Republicans will have a safe working majority. SmCHEIX WOBKTNO TOU BS-BLGCTIOh'. Now as to the candidate for the place. John H. Mitchell wants to be returned, and is all ready laying his wires. The other aspirants are C. W. Fulton, of Astoria, Sol Hirsch, of Portland and ex-governor Z. F. Moodyot The Dalles. Fulton was one of the Harrison presi dential electors. He is a bright man, and is just about old enough to be legally quallifled. as to age, to be sen ator. Hirsch's claim to the honor rests on 'the fact that four years ago bo was the Republican caucus nominee, and failed of eItction.sinfly because a number of Republicans became disgruntled and bolted, resulting in' the election of Mitchell at the special session in the f All. He is backed by Joseph Simon, ox chairman of the state central com mittee and prosident ot tho last ses sion.) Mitchell is supported by a powerful faction in Portland, which will tnaku every effort' to carry the day for him. It has been an- open secret 'for a long time that be is setting ready for the coming fight. While' the legislature -was in session he .sent a private tele gram to an eastern Oregon friend at Salem, telling him "to keep a sharp look out, and see that none of tho new coun ties created would be Democratic. Moody made a still fight to be elected to succeed Rolnh this year, but the plan3 for Doiph s return were so well made that he did not stand a ghost of a show. He is. considered a Dolitical corpse, and if he is ever honored again miuregon, it win oe a case oi aarx horse, or lightning aigzaging its way through an unclouded sky. POSTXAXD "WON'T OEI IT. Men who look at tho nolitieal situation through a niioroscope say that neither Mitchell nor Hirsch will be chosen, and they advance such a good reason in support of their belief that one is in clined to put some faith m what they say. Portland has had a regulur mo nopoly of the senatorial situation for years and years, and these knowing ones say that tho grangers have become tired of this monotony and ara determined to willinz to civa Portland the governor next; time, but not the senatorship wit nit. Taking this point into consideration congressman. Binger Hermann's name comes tojthe front as a possible candidate. It seems certain that he will not be re turned to the national house again, nnd his friends, recognizing this do not .want him retired to private life so soon. nermann's nome is in Roseburg. Ho would, therefore, in point of. .residence, bo satisfactory to southern Oregon, nnd as he has done much for, eastern. Oregon, he would be acceptable to. the people of that Eeetion. As there will doubtless be a big fight be tween Mitchell's and Hirsch's friends, Hermann stands a very good chance of being accepted as the compromise can didate. No one is talking particularly about Hermann's seat. If anything is being done, it is going onm a quiet -way. D. P. THOSttSOX FOB OOVTESOE. "Who will be the Republican candi date for governor?" everybody is asking. If the stattf convention were to bo held to-morrow ox-mayoy P.. P. Thompson would undoubtedly be given the nomina tion. Portland would give him a large majority,- and so would southern and eastern Oregon, where he is very popular. Portland wonts a man of business for the place, and it will take just such a man to carry the city and county. He has made one of the best secretaries of state Oregon has ever had. WHAT A JOUBSAUST MCST BE. An exchange strikes the nail on the head when it says; There is a great over-production of newspapers, forraany reasons, printers start small papers to find employment, and ascertain, after a while, that something more than a knowledge of the art typographic is nec essary to success. "Men who would be editors start papers, and ascertain that a good printer is essential, and also rare. Rings start papers, to boom towns, poli ticians to boom themselves, corporations to hoodwink the people. All such papers, sooner or later, come to grief. Of those started, for the legitimate pur pose of furnishing correct news, many fail becauseof the want of that rare combination essential to success in pub lishing. The publisher needs to be a good business man, and seldom is. He should be a good printer, press man, accountant, collector, writer and reporter. In the country he needs to be a rustler, a job printer, a political speak er, a class leader, and Sunday school su perintendent, able to supply the preach er's place in his absence, lead the choir and play solo m the back room of a sa loon, when one is lacking to make up a game. It is rare that ono man has all these accomplishments. If he has ho is apt to get them mixed, and pass when ho .ought to"irock." The organization, necessary to publish a paper in a small town, is much more difficult than in a city, for in the first place one man is generally editor-in-chief, managing ed itor, news editor, reporter for church sociables and scrapping matches, tem perance meetings, and horse races. In a city an editor finds his lot not quito so hard, still he has his hands full nnd is sometimes compelled to go armed or wear his eyo in a sling.
