LIFE VS. PROPERTY.
Is England the law imposes strange
sentences. Here are a few examples:
A man for stealing a hand cart, fire
years' penal servitude; and another
man for assaulting a leuow workman
and knocking out his eye, forty shil
lings' fine. A man for begging bread
when he was unable to obtain employ
ment, ten days' imprisonment at hard
labor; and another for going to the
workhouse rather than accept em
ployment at three shillings a day, a
month's servitude and twelve strokes
of the cat-o-nine-tails. Again, a man
for stealing a cotton shirt, five years'
penal servitude; and another man for
criminal assault upon two infants,
three months' imprisonment. An En
glish clergyman, sitting as a magis
trate, recently pronounced a sentence
that horriQed the public. An old
man. sixtv-nine years of age, was
brought before him accused of steal
ing a shirt. He was at once sentenced
by the reverend judge to five years'
penal servitude. A few years ago a
worse case of cruel oppression by the
law took place in England, where the
victim was an honest, helpless, poor
man, with a lunatic wife and six
children. He was summoned before
' the magistrate of a police court in
Chester, the county town of Cheshire,
charged with willfully having neg
lected to contributo to the support of
his four children, who were living in
the work house. Tho poor man
proved his inability to pay by show
ing that' he had been in a hospsital
with a ruptured blood vessel; that he
had spent six months in compulsory
idleness; that ho owed for food and
clothing. Ho told a straight story
and proved a good character for so
briety and industry. Tho English
magistrates deliberated and finally
sentenced tho man to prison for ono
month at hard labor. In America he
would have been released as a worthy
case of honest distress, and probably
with some offer of substantial sympa
thy and assistance. This disgraceful
decision of tho Cheshire magistrates
B9t public opinion on fire. A sub
scription list was opened for the re
lief of the imprisoned man. The
case was brought up in parliament,
and finally Mr. Cross, the secretary of
the homo department, although re
fusing to admit that the decision of
tho polico court was indefensible,
stated that he "had thought it right
that the man should not undergo the
full sentence of imprisonment passed
This illustrates that under English
law life and liberty are less sacred
than property. The English people
are humane to themselves but thoy
continue to travel in the old ruts of
ancient oppressive legislation, con
trived at a time when a man's life and
liberty, compared with the rights of
property, were not better than a
sheep's. As a matter of fact, property
in tho sense of capital, is generally a
hog. To illustrate take our great
civil war. Tho people, not the capi
talists saved tho nation. Chaso is
sued his greenbacks and his bonds be
cause there was no time to levy and
collect taxes or negotiate a foreign
loan. We had to borrow, and bor
rowed not of the capitalists bnt of the
patriotic people. Capital was sensi
tive to danger and selfish, but the
people who rose and filled the armies
took the greenback. The soldiers
took it, labor took it at pr.r, but capi
tal discounted it until the war reached
a point of victory where capital was
willing to aid tho govcrnmt-nt, be
cause capital saw a sure profit. Cap
ital, like corporations, has no soul.
and it had none during our war, until
our cause was assured of victory. Cap
ital bought bonds with greenbacks
and cashed its bonds in coin. The
only escuse for the greenback and
our bonds was the urgent emergency.
"We mado a forced loan as quickly as
we could; the plain people gave tho
money; the plain people are to-day
paying the debt; and capital selfish,
cowardly capital reaps the profits
and dodges the taxes.
TUE COPPER CORNER.

the French government, to hold up

the steadily increasing supply of cop
per from the American mines, and
that tho corner will have to break.
It is characteristic of the French
mind, that, in tho military field, it
can push its conquests with vigor so
long as it can keep the fight on for
eign soil, but all its sense of glory
vanishes, and tho French courage
collapses, when the campaign is trans
ferred to the soil of France. In its
financial speculations tho copper syn
dicate, like the Suez and Panama
schemes, the Mississippi bubble
of Law, the Maximilian empire,
the campaign in Auam and
Tonquin, and the like, the
French mind is dazzled as much by
distance as by brilliancy. Just now
the bank of France is loaning 820,000
000 to a financial stock brokerage con
cern, the Comptoir d'Escompte, to be j
expended, one moiety of it, in hiring
American copper miners not to mine
any more copper, and the other moiety
of it in stimulating them to mine all
they can by keeping up the price. It
ought to be evident that they are in
vesting one-half their money in ef-

It is like invading Russia. Bnt it
tends to a Teiy cold day on 'Change

Moscow.
Old politicians, even Mr. Blaine
himself, who survived the Garfield
rush and saw the onslaught redoubled
with Arthur, say that the avalanche
of office seekers at Washington was
never equaled before. All the ex
office holders expect to be reinstated,
and every other Republican there
thinks that his time has come, and he
means to stay there to see it through.
Tho senators look to a speedy ad
journment and escape, and the presi
dent has intimated that he is not in
haste to begin the work of sifting the
hundreds of rival claims, or at least
means that it cannot all be settled
over night
Thebe is no such thing as filing a
timber claim on unsurveyed land.
The only way a person could secure
any rights when the land is surveyed
would be to have the county surveyor
go to the nearest "United States ce:
ners and run a line therefrom to the
land desired, so as to be able to file in
the local laud office a notice of inten
tion to claim a certain quarter sec
tion of land when surveyed. This
would give a preference right, which
would be respected by tho govern
ment. Thet tell of a judge in Bennington,
Vt, says the Boston Budget, who hav
ing spoken of buying a safe, was in
terviewed by two rival agents, each of
whom had so much to say in favor of
his own particular safe that the judge
was quite at a loss to decide which to
buy. In a happy moment ho thought
of burglar Price, whom he had him
self sentenced, and going to the jail he
obtained this expert safe-breaker's
opinion and then gave the order.
Harrison has given Blaine his first
hint. The secretary of state had
picked out Whitelaw Reid, editor of
tho New York Tribune, to fill the
position of minister to England. Upon
president Harrison's hearing of it he
told Blaine that he was sorry, but
that ho had a man himself for that
position. Harrison will be likely to
sit at the head of tho table dnring his
administration.
It is an interesting fact, says the
Chicago Ileraldfiiat the majority of
tho presidents have had blue eyes. Mr.
Harrison's eyes conform to this rule.
Mr. Cleveland's eyes are brown, as
werethose of Arthur. William Henry
Harrison had dark eyes. President
Pierce's eyes were intensely black, as
was his hair. Thomas Jefferson's hair
was red and looked well in the White
house.
On the 4th inst, the country was
without a president from 12 it, to 1
p. sr. Mr. Cleveland's term oxpired at
noon, and Mr. Harrison wasn't sworn
in as president of the United States
till an hour after.
A new religious sect has appeared
