Ribbons have always been used for garters, and a good story is told of a Scotch dominie, who picked up a ribbon garter dropped by one of his flock. He wrote on it in a bold hand, "Lost by Effie McDougal, the fickless hussie," and laid it in a book for safe keep ing, intending to return it publicly with a severe reprimand. But he forgot it and used it for a book mark until some years aft -r, when he introduced Miss McDougal as the mistress of the manse, she found out where her garter had been tarrying.
