At 2 o'clock this afternoon Mr. Blaine came to the department of state. A curious crowd filled the Hallway before the door of the secretary's room. Secretary Bayard cor dially received Mr. Blaine. They exchanged courtesies while wait ing the arrival of Justice Miller. Half an hour later he came, and Mr. Blaine repeated the oath of office in the presence of becretary Bayard, Walker Blaine and Sena tor Sherman. Secretary Proctor arrived at the war department about one o'clock. Ex-secretary Endicott and all the chiefs of bureaus were in waiting in the secretary's office. General Sherm&n also called on the retir ing secretary during the morning and remained during the ceremo nies incident to the change in the administration. After secretary Proctor had been duly installed, he received all the officers and em ployes in the department. Gen eral Schofield and all the princi pal officers of the department were separately introduced by ex-secre-. tary bndicott.
