A LOGGER'S NARROW ESCAPE. Victoria, March 7. At a lumber camp on Cortez island a logger named Birdsell, while carrying a chain over his shoulder fell into the water and was pinned to the bottom with the chain. Fred Childs dove to the bottom, released Birdsell and brought him to the surface. A DISHONEST PROSPECTOR. Youngstown, O., Mar. 7. In the case of Peter Tj. Kimberly against Charles D. Arms and others residing here the United Statessupreme court has rendered a dcoision in favor of plaintiff. The amount involved in the suit is Sl.200,000. Kimberly claimed in substance that he had sent Arms as his agent to Arizona on a prospecting tour and furnished the necessary funds; that Arms located a number of valuable claims which have since paid heavy dividends, and, refused to make any accounting to him for any of the transactions. Arms denied that he was the agent of Kimberly and claimed that what ever investments he made were with his own funds and that Kimberly had no interest in them. Arms is in af fluent oircumstances and recently completed the finest residence in the city, costing over 3100,000. THE CANADIAN TARIFF. Ottawa, Mar. 7. There are to be no changes in the tariff. Scores of deputations have been visiting Ot tawa for weeks past, seeking every chance imaginable. The flour men wanted the government to increase the duty on American flour from 50 cents to 1 per barrel, and Canadian lumbermen, in view of the hostile ac tion of congress, sought a reduction in or abolition of the export duty on pine sawlogs. Scrap iron and steel nnd iron deputations also visited the capital in vain. DAKOTA WANTS A NEW GOVERNOB. Bismarck, Dak., Mar. 7. Forty five members of the legislature have telegraphed president Harrison, ask ing him to remove Gov. Church, at once and to appoint secretary Mo Cormack acting governor, the object being to shut off more vetoes on the part of Church. RUMORS OF A FIGHT NOT CREDITED. Washington, March 7. The dis patches from Europe concerning a rumored conflict at Samoa between the German and American vessels of war are not believed in official circles here to have any foundation what ever. The reports have, however, created considerable talk, and com parisons of the naval powers are fre quently heard. It is contended that the American vessels at Samoa are amply able to hold their own against the Germans. The German vessels, while fitted with the latest improved ordnance, are smaller than the Amer ican ships and do not carry as many men. Old naval officers are emphatic in their declarations that in a conflict the wooden walls of America would be more than a match for the Ger mans. BRITISH SPV SYSTEM. Philadelphia, March 7. The Par nell branch of the Irish national league will submit toPresident Harri son and Secretary Blaine a resolution adopted by it and which will be sent to every branch in the United States, urging joint action by congress, re questing the state department to de mand of the English government a statement of how it has carried ou its spy system, military and otherwise, in this country. This action i based on the testimony of Dr. LeCaron be fore the Parnell commission. The resolution alleges that spies paid by Great Britain are now employed in the government departments and in the United States army, which is equivalent to a declaration of war. A strike was a foreseen conclusion in the fertile brain of this financial genius, who has no doubt laid all his plans to buy up the controlling interest in the O. R. & N. Co., and at the coming June election of- new di rectors Henry Villard will desig nate who they sball be, taking good care that they shall be friends of and work in the interest of the Northern Pacific Railroad Co., who knew full well that it would knock the bottom out of the stocks of the O. R. & N. Co., which is no doubt, in my mind, the object of the manipulators of this gigantic deal, to get control of the trans portation of Oregon and "Washing ton. Mr. Editor, my fear and pre dictions in this matter may be groundless. If so, no harm is done; but these few words of warning may fall into the hands of some friends of Oregon, who will use their best endeavors to check this financial anaconda be fore the commerce of our noblo state is strangled and annihilated.
