Washington, Mar. 3. The bill
for the better protection of the
salmon and seal fisheries of Alas
ka, which passed both houses, pro
vides that the president of the
United States shall issue a procla
mation annually, to lie published
in papers at tho different ports of
entry of the Pacific coat, warning
all persons not entitled under the
law to engage in fur seal fishing
or to commit depredations in the
waters of iJehnng sea owned anu
controlled by the United States,
and fixing penalties for any infrac
tion of the law.
The bill also provides 'lut i li
in one year prior to the tune wl.en
the lease heretofore tnadf by the
secretary of the treasury to the
Alaska Commercial company of
the right to engage in the- taking
of fur seals on the islands of St.
Paul and St. George, or when any
future similar lease expires or is
surrendered, forfeited or termi
nated, the secretary of the treas
ury shall lease to proper responsi
ble parties the right of taking fur
seals on these islands at a annual
rental of not less than $50,000,
and an additional sum of not less
than $3.50 for each seal skin taken
and shipped from these islands
during the continuance of any
lease, to be paid into the treasury
of the United States.
The bill also provides that it is
unlawful to erect dams and other
obstructions in any rivers iu Alas
ka with the purpose of preventing
the ascent of salmon or other ana
dromous species to their spawning
grounds. This is made punishable
by a fine of not less than $250 for
each day of the continuance of the
obstruction. A proposition is also
made iu the bill empowering the
fish commissioners to institnte an
investigation into the habits, abun
dance and distiibution of the sal
mon of Alaska, with a view to rec
ommending to congress such addi
tional legislation as may be neces
sary to prevent the impairment or
exhaustion of the salmon and the
placing of them under regular and
permanent conditions of produc
