THE WASHINGTON AQUEDUCT. Washington, Mar. 4 The con gressional commutes to investigate charges of fraud in tho construction of the new Washington aqueduct have made a report, in which they ray beyond all question, substantially the whole and every part of the lining of the tunnel is absolutely and enormously defective, and that it is scarcely too much to say there is hardly any continuous length of ten feet in the wholo lining where tho backing, particularly over the arch of tho line, is not either absolutely want ing or only partly filled, or when fully filled in, so badly constructed .is to make the whole backing of the lining entirely worthless. They say it would take nearly Sl, 000,000 to put the tunnel in good shape, and recommend that it be abandoned and iron pipe substituted at a cost of S500.0UO. TORPEDOES CONTRACTED TOR. Washington, Mar. 4. Tho secre tary of tho navy has entered into a contract with I. jN. li. Patrick of Col lego Point, L. L, to furnish three tor pedoes for uso in the navy, at a total cost of Soo.OOO. Each torpedo is to carry 400 pounds of dynamito and is guaranteed to travel ono statute mile at a rate of twenty knots an hour. A Fnll Account of The Entire Proceedings, Special to The Astobia:;. Washington, Mar. 4. With a sim ple and solemn ceremony in the pres ence of all tho wisdom and authority embodied in the coordinate branches of the government and surrounded by all the representatives of all tho great nations of the globe, Benjamin Harrison was to-day inducted into tho highest office within the gift of the American people. Never was such a crowd seen in Washington before. Its numbers are estimated at half a million strangers who camped in the city last night, filling every inch of hotel and board ing house accommodations and draw ing to tho fall limit on private hospi tality. Even then many were forced to sleep on the floors, and some on billiard tables. Even tho welcome recess of an occasional bath tub was not despised. Tho inaugural procession was beaded by Gen. James A. Beaver, of Pennsylvania, with Daniel Hastings, chief of staff, and aides. Then came the presidential party in carriages, with the survivora of tho Seventieth Regiment of Indiana volunteers as an escort. Following these came the Unit ed States troops, infantry, cavalry, ar tillery and naval detachments, includ ing marines, seamen and signal corpd, the representatives from militia or ganizations of various states, includ ing company "A," Fifth Regiment, of California, then the Grand Army of tho Republic Posts, tho Republican clubs and campaign organizations from all parts of tho country, inclnd ing the national committeo of notifi cation and the Denver cowboys. HARRISON INAUGURATED. Washington, March 4. President Harrison, accompanied by tho inau guration committee, was' taken, in n close carriage drawn by four gray horses, to the White house at about half past ten o'clock. Tho rain was pouring down in torrents and drovo many off the streets and made sorry work of the profuse decorations. Arriving at the White house, Har rison was received by Cleveland and the cabinet in the blue parlor, where thoy were soon joined by Morton. At eleven o'clock Cleveland, Harrison and Morton took the carriages for tho capitol. The first carriage, an open landau, contained Cleveland, Harrison, Hoar and Cockrell. Tho second coutaincd Morton and sena tor Cnllom. Mrs. Cleveland wit nessed tho departuro from a window. Theu the carriages moved out and with the Indiana veterans forming a guard of honor, ono section beforo and one behind, marched to Pennsyl vania avenue, and took their assigned places in the lino of march to the capitol in mingled torrents of rain and applause. IN THE SENATE CHAMBER. Washington, March 4. The doors of the senato reopened at 2:50. Tho conference report on the sundry civil bills having been agreed to, doors were closed and the senato took a re cess till 9:30. The senato chamber was metamorphosed during the recess which ended at J:30. Seats were re served on the floor for Cleveland, Harrison, Morton, ex-President Hayes, ex-Vice President Hamlin, state governors, diplomatic corps, members of the supreme court, etc. WRATHY. REPRESENTATIVES. Tho galleries were rapidly filling at a quarter before eleven when word came that tho house of representa tives was excited over the refusal of the senato employes to admit the representatives' families to tho gal lery on forged tickets, which had been issued and sold for from S25 to S50. Tho house passed a icsolntkn di recting thosergeant-at-arms to force a passage to the galleries, as it does not appear that fraudulent tickets were issued, though doubtless genuine onc3 were sold. When the house resolution was presented in the sen ate, Edmunds, of Vermont, adroitly settled tho troublo by giving acquies cence in the resolution, with the pro viso that the president of the senate might prescribe all requisite regula tions respecting tho identity of the ticket holders; this was agreed to. Hannibal Hamlin, the venerable ex vice president, was escorted to a seat at tho right of president pro tern., Id gal la. As he moved across the chamber he wa3 greeted by generous clapping of hands, the first demon stration of the day. Blaine camo in at this moment by a rear door and modestly took an ob scure seat, but he could not escape discovery. A ripplo of applause ran over the chamber. This increased as senator Hale wont down to escort him to a moro prominent seat. General John O. Fremont shortly preceded tho entrance of General W. T. Sherman and Major General Scho field. Then came tho diplomatic corps in gorgeous court uniforms in striking contrast with the plain civilian dress of the American , officials. At two minutes before noon Cleveland and the cabinet en tered and took seats assigned them. Then Harrison on tho arm of Senator Hoar appeared at the door, walked to a seat at Cleveland's right, the audience rising. The samo ceremony was repeated with Morton. Beforo taking bis seat the latter was sworn in bylngalls. At 1159 president pro tem Ingalls rose and closed the fifti eth congress, then Vice President Morton called the senate of the fifty first congress to order in special ses sion. After swearing in the members the vice president announced without further preliminaries, the senate would proceed to the platform at the east front of tlin nnnifnl tn witness and participate in the ceremonies of inaugurating the president-elect. The Lawyer Kxcnsed Him. The Wilcox-Murray case, ou trial during the week last passed, absorbed a great deal of attention and was not devoid of humor. Among the citizens who were summoned as jurymen was one from Albina, and when his qualifications were in quired into the following colloquy ensued between tho lawyer and the citizen: Q: Are you married?
