Sever al items of importance to Oregon and Washington territory for coast improvements are contained in the sundry civil appropriation bill, which has passed both houses of congress. Among them are tbe follewing: For the construction of a coast lighthouse on the headlands near the mouth of the Urapqua river, Oregon, in addition to the amount heretofore appropriated for such purpose, $40,000. For establishing a light-ship with a steam fog signal to mark the bar at the mouth of the Colum bia river, 860,000. For furnishing, delivering and laying two-and one-half nautical miles of new submarine telegraph cable to connect Cape Flattery and Tatoosh island and for tho con strnction or repair of the necessary land connections so as to secure uninterrupted telegraph communi cation between Tatoosh island and the commercial telegraph systems of the country, the sum of SC,300, to ba immediately available. For connecting Tillamook Rock (Oregon) light station by telegraph cable and land telegraph line with Fort Stevens (Point Adams) Ore gon, 16,000. For one superintendent lor the life-saving and life-boat stations on the coasts of Washington terri tory, Oregon and CaliforniaS1800. For the protection of seal fisher ies in Behring sea and other waters of Alaska, and the interests of the government on theseal islands and sea otter hunting grounds, and the enforcement of the provisions of the law in Alaska, 25,000. For continuing the survey of the coast of Oregon, including off shore bydrographic, and to contin ue the survey ol the Uolumbia riv er from the mouth of the Willam ette toward the Cascades, triangu lalion, topography, and hydrogra phy, S1U.0UU. For the continuing of the sur vey of the coast of Washington territory, $5,000. For continuing explorations in the waters of Alaska, and making bydrographic surveys in the same, and for the establishment of astro nomical longitude magnetic sta tions between Sitka and the south ern end of the territorv, 10,000. For continuing the tide observa tions of the Pacific coast at Ko diak, in Alaska, and at Sausalito, California, 2,500. For expenses for carrying on the preliminary survey on the frontier line between Alaska and British Columbia, in accordance with the plans or projects ap proved by the secretary of state, including the expenses of drawing and the publication of maps $25, 000. For continuing the inquiry into the causes of the decrease of food fishes in the lakes, rivers and coast waters of the United States, and for the study of the waters of the interior in the interests of fish cul ture; for the study of the methods and relations of the fisheries, with a view to their improvement; for the exploration of the fishing grounds of the south Atlantic, Gulf and Pacific coast, with a view to the development of commercial fisheries, and for the preparation of points relating to the inquiry, iucluding the salaries, compensa tion or field expenses of scientific assistants and fishery experts, $20,000. For salaries and traveling ex penses of agents at the seal fisher ies in Alaska, as follews: For one agent, 3,G50; one assistant agent, $2,920; two assistant agents, at 2,190 each; necessary traveling expenses of agents actually in curred in going to and returning from Alaska, not to exceed 600 per annum; in all, $13,350. For the industrial and primary education of children of school age in the territory of Alaska, without reference to race, $70,000. For the purpose of investigation of the extent to which the arid region of the United States can be redeemed by irregation, and for the selection of places for reser voirs and other hydraulic works necessary for the storage and util ization of water for irrigation, 259,000. For the purpose of carrying into effect the provisions of an act ap proved October 1, entitled '-An act supplementary to an act en titled 'An act to execute certain treaty stipulations relating to the Chinese, and to defray expenses which may be incurred in the enforcement of said act by the secretary of the treasury," 30,000. The general deficiency and ap propriation bill, which has passed the senate and house, contains the following appropriations in rela tion to the Northwest ceast: For transfer of the coast and geodetic survey steamer Gedney from New York to San Francisco, 6,500. For payment of assessments for improvements of streets around the Portland, Oregon, post office building, 1,271. To reimburse Eusene Scrapie, governor of Washington territory, the amount expended by him on account of contingent expenses of the territory of "Washington for the fiscal year 1887; 64. To pay expenses incurred in the seizure of the schooner Teaser on October 10, 18S5, district of Puget sound, W. T.; S560. For pay of transportation of services and supplies for the Ore gon! an(l Washington volunteers in 1S56! 623. For reimbursement to the state of Oregon for expense incurred in repelling invasion and suppressing Indian hostilities; "38,132. Officials Resigned. Port Townsend, W. T., March 3. Advices from Sitka, Alaska, per steamer Ancon to-day, state that A. H. Swineford, governor, and Barton Atkins, United States marshal, have tendered their res ignations to the department to take effect to-morrow, or as soou after as their successors are ap pointed.
