City of Astoria, Clatsop county, Oregon,
as laid out and recorded bv J. M.

bv raisins; that portion between the
south side of Water street and the south
side of Cedar street to its established

Washington, Feb. 23. The
committee on merchant marine
and fisheries to-day reported fa
vorably a bill for the protectionof
tho salmon fisheries of Alasxa.
The bill provides that the erection
of dams, barricades or other ob
structions in any of the rivers of
Alaska with the purpose or result
of preventing or impeding the
ascent of salmon or -other anadro
mous SDecies to their spawning
grounds is unlawful, and the sec
retary of the treasury is authorized
to establish such regulations and
surveillance as may be necessary
to insure that its prohibition is
strictly enferced: and every per
son who shall be found guilty of a
violation of the provisions of this
bill shall be fined not less than
$250 foreach day of the continu
ance of such obstruction. The
commissioner of fish and fisheries
is empowered and directed toin
stitute an investigation 'into the
habits, abundance and distribution
of the salmon of Alaska, as well as
the present conditions and meth
ods of the fisheries, with a view of
recommending to congress such
additional legislation as may be
necessary to prevent the impair
ment or exhaustion of these valu
able fisheries, and placing them un
der regular and permanent condi
tions of production.

Eaten by a Panther.
Jonathan McKay, while looking
after stock on J. C. Hutchinson's
ranch several miles below Cole's
valley, on the river, had quite an
experience with panthers. One
ot the animals was treed by his
dogs, but McKay not going to
them, all but one left the place.
The panther then came down the
tree, killed the dog on guard, and
completely devoured him, leaving
only the head to tell the fate he
met. The next morning Mr. Mc
Kay started out again, and succeed
ed in making it very tropical for
panthers in that vicinity. I he
first one overtaken and killed, was
found to have most of the missing
dog in his stomach, and had evi
dently made a meat of that faith
ful animal. Later in the day two
more were treed and killed.
