Salem, Feb. 2C. The veto mes
sage on Crook's bill is as follews:
To the Honorable, the House of
Jtejwesentatives of the Stale of
Oregen:
I herewith return house bill No.
218 with my dissent. This is enti
tled "a bill for an act to protect
and provide the fishing industry of
the state of Oregon and to collect
money from certain persons en
gaged in said industry to be used
to promote and protect the same,"
and provides for the imposition of
a tax upon "every person or cor
poration within this 'state engaged
in canning, preserving and dealing
in pickling, shipping, buying from
first hands for profit or speculating
in salmon," "one-half of one cent
apiece for chinook salmon and
one-sixth of one cent for steel
heads, and one-sixteenth of one
cent apiece for blue backs, and
one-fourth of one cent apiece for
silver sides," and further provides
that the moneys so collected shall
be paid to the state treasurer into a
fund to be known and designated
as the fund for the benefit of the
salmon industry "and to be here
sfter appropriated as may seem
proper by the legislative assembly
for the benefit of the industry in
the respective districts from which
it accrued only." Our state con
stitution provides Art. IX, Section
2, that "the legislative assembly
shall provide for raising revenue
sufficient to defray the expenses of
the state for each tiscal year and
also a sufficient sum to pay the in
terest on the state debt if there be
any." There is no provision what
ever by which a revenue can be
raised by the legislature for any
other purpose, and this act there
fore which would impose a special
tax upon a special industry for a
special purpose is equally repug
nant to this provision as well as to
that other provision that "all taxa
tion shall be equal and uniform."

Washington, Feb. 2G The
train with General Harrison and
party on board did not proceed to
the station, but stopped at Mary
land avenue and Ninth street at
2:32 p. it. The party took carri
ages and were immediately driven
to the Arlington hotel.
About 4:30 Major Pruden came
over from the VY bite house with a
note from president Cleveland to
president-elect Harrison. At both
the White house and tho Arling
ton it was said that there was no
objection to stating the contents
of the letter, but both Lamont and
Halford referred all who inquired
in regard to it to the other.
It is probable that it was simply
a letter of courtesy from president
Cleveland, ottering to render auy
assistance in his power that would
contribute to the comfort of the in
coming president. General and
Mrs. Harrison will call, by ap
pointment, at the White house to
morrow.
About three o'clock J. G. Blaine
paid his respects, and spent a short
time with the general.
In the evening General Harri
son and the ladies of his family re
ceived a number of callers.

dous excitement exists because of
the burning of many great barns
owned bv wealthy old farmers,

dental finding of egg shells in

Pigott Eurts Away.

commission resumed its sitting this
morning. Russell stated that Sat
urday Richard Pigott went to the
residence of Henry Labouchere,
and in the presence of George

stating that the letters upon which

commons, were forgeries.

The Bells Will King.
On the morning of April 30th,
1889, at nine o'clock, it has been
arranged that the church bells all
over the country shall ring to cele
brate the event of 100 years ago,
when the church bells throughout
the thirteen states rang out to call
the people together to pray for
the success and prosperity of the
country under Gen. Washington,
that day inaugurated president of
the United States. On this glori
ous April day 1889 tho bells in
the steeples of the churches of
forty-two states will peal forth
