Dr. O. B. Estes yesterday received
a telegram from Eepresentative Par
ker that the bill introduced by him in
the house for a boatman at Astoria
had passed yestcrdav afternoon by a
nanatome vote. Tee bill which
passed the senate last week, appro
priates 8500 annually for the main
tenance of a boatman at Astoria for
the use of the health officer in the
discharge of his official duties.

D. H. Welch returned from Salem
yesterday merning: the lice was
down Tuesday evening, and no word
could be got from the legislature.
From him it was learned that the
bouse sustained the governor's veto
of the Portland water bill by a vote
of 39 to 21. Hahn voted to sustain
the veto. Had he voted to pass the
bill over the governor's veto the bill
would have passed. But Hahn re
fused to bo the fortieth. Bully for
Hahc.
The Eureka, Nevada, Sentinel says:
Two years ago an net was passed pro
viding that partnerships must be ad
vertised in a newspaper. This was
done so that when a firm went under,
the partner with the money could not
skip out and leave the poor member
of the firm to snap his ficgers at the
creditors. A firm in Eureka who did
not road tho Sentinel, went into
court and was beaten, because it had
not complied with the law. A failure
to spend 810 in printers' ink lost the
arm just 557,000.

considered a good minister, but ap
pears to have been utterly incapable

others were in regard to money or

Chicago, Fob, 20 It is stated on
good authority that tho proposed ex
cursion through the middle, south
ern and eastern states for the pur
pose ot enlightening tho Canadian
n embers of parliament as to the
actual condition and resources of this
country is to bo a fact and sot a
fancy. The matter has been muoh
discussed in tho newspapers of late.
Sir John Macdonald was interrogated
regarding it in parliament last week,
but renlied that ho had heard noth-
ing of it officially. Nevertheless, the
excursion has been piannea. anu ail
the members of tho Canadian parlia
ment will bo invited. It is expected
that about four hundred ot her
Majesty's subjects will accept the
invitation, and about half a3 many
senators and congressmen will be
asked to do the honors as guides for
the visitors. About May 1st the pro
posed excursion will start

New Yobk, Feb. 20 A system of
second-class sleeping cars will be
the next important move of tho Pull
man management. According to
those who are posted on the subject,
there will be, within a few months, a
second clas3 sleeping-car service on
nearly all the important through lines
controlled by the organization. The
charges will bo on a scale 50 per
cent lower than the present rates for
berths on the company's regular
coaches. The bedding appointments
and service will bo fully equal to
that of the first-class service.

bill in the senate provides that where'
homestead settlers have entered 160
acres of land and settled upon 60
acres of surveyed land they may ex
tend the boundaries ot their claim
over the 60 acres adjacent to the land
which may be unsurveyed, and when
it is surveyed by the United Statta tho
lines of survey shall conform to the
settler's lines already established.
Under the present law settlers fre
quently find that United States sur
vey lines vary from their own and
make a difference ot several acrc3 to
their prejudice.

Captain Alfred T. Mahan was born
in iew lorK. appointed to tbo naval
academy in 1854, attached to the frig
ate Congress, home squadrou, in 1861,

the south Atlantic blockading squad,

lantic station, and was commissioned
captain in 18S5. He has recently
filled the position of president ot the

Chester was born in Connecticut, op
pointed to the naval academy in 1859;
promoted to ensien October. 1RRS
and was attached to the steam sloop
ruvnmunu, 01 ine gun squadron; was
at the battle of Mobile bay, and in
the operations against Mob'le; pro
moted to master November 10. 18SB-
commissioned as lieutenant February
21, 1867, on steamer Gettysburg, of
the north Atlantic squadron, com
missioned as lieutenant-commander
March 12, 1883; commissioned as
commander October 15, 1881. Has
been in command of the Galena, the
vessel ordered to Hayti, till within
the last three months, when he was
aecaoned and assigned to duty on
this command.
Lieutenant Commander Charles H.
Stockton was graduated from the na
val academy in 1865, served in the
Dacotah and Chatanooga, and came
to the North Pacific in theifottcan;
served there till 1869. was ordered to
tho Congress in 1870. made voyages
in her to the West Indies, Greenland
and tho Mediterranean. In 1675
joined the United States steamship
Swatara making the cruise around
the world in that ship on the transit
of Venus expedition. He was com
missioned as ensin December 1 1866;
master March 12 1863; lieutenant
Maroh26. 1869: and lientennnt.cnm.

ly completed a terra in tho bureau of
yards apd docks, which has specially
fitted him for his present position.
