TOO DAD.
We sympathize Tvith the Ofujonian
in its grief as manifested in yester
day's issue. It is indeed too bad that
the Bull Itun water bill should hnve
been beaten, and bj a bad man from
Astoria, too.
It is this last that adds the poign
ancy of anguish to the bitterness of
defeat. It vra3 tough, so it was, to
have that pet little scheme to allow
31,500,000 of bonds to escape taxation
beaten, but, oh! the consciousness that
it nas an Astoria representative, a
man named Hahn, that did it: that is,
indeed, the seething of a kid in it
mother's milk.
It's a darned shame.
After all the jobs and promises; af
ter all the glory of passing the Bull
Buu water bill over the governor's
veto ence: after fixing up the busi
ness again and plajing a smart dodge
in getting it through and calling Pen
noyer all sorts of names in the- Oreqo
nian; after bulldozing recalcitrant
members and giving taffy to doubtful
ones; aftorloadjingand teasing and
pulling and hauling and promising for
nearly forty days and forty nights
and then, to bo beaten, to just lack
oue little vote, and that vote to be de
nied, and that, too, by an Astoria man
'Tis enough to turn the milk of
human kindness into gall.
The Orcgonian must not, however,
be too greatly cast down. "We aro
real sorry; we know how it is our
self. Knowledgo is born of experi
ence, and strength comes through

This is a sad wicked world, full of
disappointment", where pilot bills and
water bills often go different to our
desires.
The U. S. Files a Counter Claim.

began a suit in the U. S. circuit court
to recover 81,100 for injuries to tho
barge Wyatchle, and S'-JIG for loss of
use of the barge. Tho Wyatchie was
hired by Captain Powell and U. S. en
gineers to carry rock to tho jetty at
the mouth of the Columbia, and
while lying nt the wharf nt Fort
Stevens sunk. The compnny charge
that through thonegligonco of the of
ficers and employes ot tho govern
ment the scow was damaged, and
ask to be compensated for tho coat
of repairs and for loss of service
while being repaired.
United States district attorney Mc
Arthur yesterday filed an answer,
and denies that tho Wyatchie was
injured through tho carelessness or
fault of the servants of the govern
ment, and avers that she was unsound
and wholly unfit for tho work of
transporting rock, and that sho was
not properly calked; that she leaked,
an'd on her first trip it waB necessary
to throw overboard, to keep her
afloat, 420 tons of rock of the valuo of
S336, and to employ thirty men to
work tho pump all night at a cost of
SCO, and that it was necessary to put
a stoam pump and pumping machin
ery on board, and that notwithstand
ing all efforts she continued to sink
and gavo a lurch and threw tho
steam pump and boiler overboard
to the further damago ot the United
States in thesnraof 300. That on
account of delay in transportation,
loss of time, eta, caused by the inca
pacity and unsafe condition of the
barge the United States was further
damaged in the sum of 31,200, and
that to render her temporarily serv
iceable repairs of the reasonable
value of S300 were made.

which sum the United States pleads

tioner in this suit Therefore de

much business has been done, it is
not a minute's work to find out with
the machine, which is provided with
a secret lock, to prevent the possi
bility ot auy ono altering the figures
or tampering with tho mechanism.
The machine can be got ready for a
day's work in less than two minutes.
Tho clerk may lock bis machine so
that no person may tamper with it
and so that the clerk himself cannot
interfere with the registering mech
anism. The proprietor, if he chooses,
may, iu a moment, set the mechanism
so that no registration can be made
without opening the drawer each
time. -
