ASTORIA. OREGON:
THE SHVA'G OF THE PENDULUM
Yesterday was an eventful day in
the history of our state. The legisla
ture misrepresenting tho people
passed two bills, tho one defiantly de
stroying a part of our commercial fab
ric, the other with equal defianco of
popular right, evading the plainest
mandates of public policy.
Wo refer to tho passage of the
"pilot bill," and the "Portland water
bill" in the state senate, at Salera.yea
terday. About the pilot bill we have had
much to say. It will suffice, here, to
odd, that it is not a personal matter,
nor an individual feeling. The pilots
and their avocation aro secondary.
An outrago is done to tho state, a
grievance is inflicted on the common
wealth, a great wrong is laid on the
people.
Portland is worso checkmated in
this than Astoria. Portland chuckles,
but it is to her own discomfiture.
That city will find before a year that
the plans and plots now so seemingly
successful aro snares to her own in
jury. As for the "Bull Run" water bill,
passed that Ladd & Tilton may make
8203,000 that is also to be noted only
by results.
Looking beyond and ahead, with
larger horizon than that afforded by
sordid considerations of the present,
is seen the swing of the pendulum.
Yesterday it swung much too far
one way: it will, and can not help it,
swing mnch too far back again.
Action and reaction are equal, and
it is manifest that the nest few years
will see an antagonism developed, a
protest focalized and made patent
that will solve these problems in a
way moro forcible than satisfactory.
Tho people can't be fooled even
though their representatives are.
Tho problems that our young state
is called on to solve have been solved
in other states, and their experience
must be ours. We, of Oregon, aro
passing through the same experience,
the same transitory, experimental pe
riod that Iowa, Pennsylvania, Califor
nia and Wisconsin have passed
through, and their solution has been
83 ours will be.
As to the political aspect of the
matter it is to be said that the Repub
lican party had a magnificent oppor
tunity, but with fatal facility has
made a grand mistake.
As to tho gentlemen who have
wrought this wrong to the common
wealth and sowed the wind only to
reap the whirlwind, we can only say,
with England's stern satirist:
"I jndfre thee by thy mates.
It is for God to judge thee as thou art."
The Republican leaders in congress
regard an extra session of congress as
almost if not quite inevitable. Tho
drift of events is all in this direction.
' A good many of the Republican sena
tors, however, including somo of the
foremost among the leaders, are dis
posed to compromise on this question
by suggesting to General Harrison
that the Fifty-first congress should be
convened in October, and that there
should only be a special session of
the next congress in March to eon
firm tho nominations.
Ziko, placed upon a fire in :; stuve
or grate, is said to operate as ai ef
fective extinguisher of chimney fires.
According to this representation,
when a fire starts inside a chimney,
from whatever cause, a piece of thin
sheet zinc, about four inches square,
is to be put into tho stove or grate
connecting with tho chimney. The
zinc fuses and liberates aciduous
fumes, which, passing up tho flue, are
said to almost instantly put out what
ever fire there may be.
Tug remains of a Dakota desperado
who died a few years ago, were ex
humed last waek by relatives from the
east and found to have turned to stone.
It was then rememberod that for sev
eral months prior to his deceasehehad
complained of feeling rocky.

Tried to Bun The Dance.
Tom Gray, living about sixteen
miles down the river, made it quite
lively on Wednesday night for the
dancers at Ayers' place near by. He
attempted to run the dance to his
own notion; slugged several young
fellows over the head with his six
shooter; fired off his pistol and raised
Ned generally. He is now trying to
outrun the sheriff of the county, but
word comes that thiB official is hard
oljis track, and Tom may be run in
at nay time. Lively times down the

IHOBEABED COMMISSIONS DE-HANDED.
New Yobk, Feb. 15. Tho commis
sion on immigrants for the PaciSo
coast has been put np again at Castle
Garden. The war on commissions is
likely to be renewed. The present
movement is nga'nst the Southern
Pacific railroad.

E. L. Ea3tham of Oregon City, has
purchased the flouring mills at Walla
Walla, paying therefor S23,000.
Snow was never known to bo as
light on the mountains in eastern Or
egon at this season of the year as it
is now.
A petition is in circulation in Pen
dleton and in the county, praying tho
legislature not to legislate any more
in regard to tho swine law.
Tho judiciary committee of the leg
islature reported adversely on the
resolntion increasing the pay of f be
members from S3 to S3 per day.
The Southeastern Oregon Live
Stock association wa orgauized at
Lakeview last week with an inithtion
fee of $25 and annual dues, $10.
A very large acreage in Jackson
and Donglas counties is being put
into fruit trees. Great number- of
prunes, peaches and apples are being
planted.
It is estimated that in order to get
the O. & XV. T. road to Pendleton will
cost fully 83,000, depot grounds
alone costing S30.000. Tho people
will endeavor to raise a subsidy.
Senator Veach, of Laue county,
has no love for wagon road appropri
ations, and has voted against every
such measure on the ground that
such appropriations are unconstitu
tional. It is said that tho governor
will allow tbem to becomo laws with
out bis signature.
It is reported on good authority
that the corpse of the defunct Port
land News is to be resurrected March
15th, and a lively opposition Republi
can daily started. Money has been
subscribed to start tho paper, but
there is trouble among the stockhold
ers as to who shall be the head of tho
concern.
Agent Coffey has been removed
from the Umatilla reservation and his
placo temporarily supplied by E. D.
Boyd. Paddy Mills, chief clerk, was
also removed for drunkenness. The
Indians had preferred charges against
Coffey some time since, and, as stated
in tho World, inspector Sanders has
been out here investigating them,
with the abovo result.
Senator Dolph has been informed
by the third auditor of the treasury
that a settlement of the wnr claims of
the state of Oregon for expenses in
curred in the suppression of Indian
hostilities during the war of 1877 and
78 had been made in that office, and
833,132 recommended for allowances,
and a report, together with papers,
forwarded to the sioond comptroller
for his action.
