Regarding tbe steam schooner Michigan, The Astobiak has this to say in short nietre: Yesterday's Or egonian deliberately states what i3 not 60 in publishing the follewing: "No other pilot was taken aboard than Capt Kilman, commander of the vessel." Pilot Matthews was taken aboard; he piloted the vessel to sea; his bill was made out by T. Neil; it was sigued by Capt. Kilman, sent to the vessel's owner, endorsed correct, and paid by draft on tbe First National B.iukof this city. This disposes of tho Oregonian's big spread nnd shows that that jour nal can lie, but has not wit enough to conceal its malice. Were its abil ity equal to its inclination it would be dangerous. Mr. Fulton handed the electoral vote of Oregon to the president of the senate on the 2t3lh of last month; of all tbe 33 state mes sengers, his was tbe farthest journey from bis home to Washington, D. In tbe city council last evening a communication from health offioer Tattle was road, reporting nine cases scarlet fever, two cases diphtheria, and one case varioloid and detailing treatment of same and present status, was received and referred. A communication from chief en gineer A. V. R. Sdyder recommend ing that two pipe lines bo constructed for fire purposes, one near J. A. Dev lins, and one near tho Columbia can nery; referred. .,,,-.. The resignation of J. M. Olsen as captain of polico was received and accepted. Chief Barry reported that he bad appointed Robt Kirby to temporarily fill the vacancy occasioned by J. M. Olsen's resignation and recommend ing that he be ejected to fill the va cancy permanently; laid on the table. The committee on the auditor and police judge's report, reported regard ing same, showing that expenditures for '83 were 25,375.48; and recom mending the employment of an ex pert and asking for further time to report; report adopted. City attorney Noland reported ad versely on M. J. Kinney's claim for rebate on city tax assessment; report received snd filed. The auditor and police judge re. ported for month of January, show ing that receipts of police court were 3130: report referred. Tbe committee on curfew ordi nance reported recommending that the ordinance accompanying be passed: report adopted. Councilman Bergman of the com mittee on extension of Concomley street, asked for further time to re port, which was granted. An ordinance prohibiting any mi nor under 16 unaccompanied by parent or guardian from wandering or loitering abont the streets after eight p. m., from October to May, and nine p. m.. from May to October, and requiring the ringing of a curfew bell at those hours, was read nrst ana second times: MavorPage suggested that the tapping of the bell clause be left out, the presnmption being that the average Astoria boy could tell what time it was without having a bell rung to tell him. An ordinance to provide for licens iuk and regulating barrooms, etc., was read first nnd second times and laid over. An ordinarce amending the Astoria Street railway franchise, was read second time nnd laid over. The following claims were ordered paid: Sunset Telephone Co., S3; Astoria Gas Light company, S32.15, S108.50; Astoria Electric Light Co., 3176; Jas. Gardiner, 818; Astoria Iron Works, 810 10; H. Jacobsen. 75 cents; Clatsop Mill company, 8432, S71.04, 31320,814.40; W.H. Smith, 8513.65. Tho following resolutions were adepted: Resolved, That the auditor and po lice judge be instructed to give no tice of improvement of Cbenamus street from the west side of Main street to west end of street: adopted. Resolved, That the street commit tee and street superintendent surrey West 7th street, from Water street to the south end of that street, and rec ommend proper grade thereof. Councilman Cleveland spoke of the inability of the committee ou health and police to agree on officer Olsen'a successor, and would refer it to the couucil.
