A Proposition to The Oregon Legislature. "Will Toa Walk Into Mr Parlor Said The Spider to The Fly." (Oregonian.s.) - A special meeting of tho jboard of trade was held yesterday'ai 10 a. ii., in pursuance to a call by the secretary, Mr. F. K.- Arnold, to consider some very important mat ters in connection with "the system of pilotage and towage on the Co lumbia river bar. President P. C. Sohuyler called the members to order, and after stating the objects of the meeting, invited attention to tho following communication from Mr. W. IL Holcomb, manager of the 0. R. & N. company, 'to the board of trade, relative to pilotage and towage matters: IfANAQEE HOLCOSfB'S LETTER. Poetland, Feb. 6, 1889. To the Board of Tracle,PortIand, Oregon. Gentlemen: The question of effecting a reduction in the towage and pilotage charges now borne by ships coining to this port for cargoes of wheat, Hour, etc., des tined for foreign ports, has become matters of such paramount impor tance to the people of this state, and will, in the near future, s i ma terallv affect the commercial standingandimportance of Oregon that, unless some action is taken whereby these reductions will be accomplished, the results must be very disastrous to not only the shipping interests at the ports where trie business is done, but to the entire commonwealth of Ore pon. In the month of June, 1888, according to the urgent request of your honorable body, tho Oregon Railway & Navigation company published a towage and pilotage tariff and undertook to perform u.eac services at a figure very much less than ever charged here tofore. In so doing this company has not only invested a large amount of capital, on whioh it has received not a dollar of return, but has suffered, in addition, an actual pecuniary loss iu the operation of its towing facilities. It has, how ever, done so cheerfully, believing that as soon as the time came when the people could act, they would cooperate fully with the company and enact such laws as would lift the burdens which are now pressing upon our com merce. Ever since the Oregon Railway & Navigation company has assumed the responsibility of providing the Columbia bar and river with towing facilities, it has labored under great disadvantages. It has met with persistent and bit ter opposition; its methods of do ing business have been wilfully misrepresented to the people, and false statements havo been contin ually made concerning its purpose and its relations to the commercial interests of the state; it has been accused of endeavoring to secure a monopoly of the business for the sole purpose of putting into effect increased rates and thereby fill its own coffers at the expense of the wheat producers. These false statements have, until now, remained unnoticed by the com cem pany: but thev have gained cre dence to such an extent that it seems apparent that the eyes and ears of the public should be opened and our true position be made known. The purpose of the Oregon Rail way & Navigation company to make its charges for both pilotage and towage on tho Columbia bar and river, providing the law was so amended as to permit tug boats to employ pilots, on an equal foot ing with the towing charges alone between Uape b lattery and Taco ma, has evidently not been cred ited and the impression has be come prevalent that a reduction of the pilotage charges would only result in transferring the pres ent fees for pilotage from the pockets of the pilots into tho'treas ury ot the Oregon Railway & Nav igation company, without effecting any reduction o'f the total charges. It has, therefore, become necessary to make plain to you our position with reference Jo the towage and pilotage services and I submit be low a tariff which the Oregon Rail way & Navigation " company is ready to put into operation, cover ing thee chargP8 to all foreign ships towed on the Columbia bar and river by our tugs and piloted by our pilots, provided the bill, prepared by & committee appoint ed by yoar honorablo body, in troduced by Mr. Northup in tho house of representatives of the legislature now in session, and known as H. B. 37, is enacted by the legislature as originally intro duced and becomes a law. This proposed tariff would make tho total cost of both towage on the bar and river on an exactly equal footing with the towage charges alone between Cape Flat tery and Tacoma, and would make the tariff about one-half the pres ent total rate. The proposed new tar iff would not cover the actual cost of operating tho towing facilities and consequently would not allow the company any return on the capital iuvested, nothing for in surance, nothing for extraordinary repairs, renewals, casualties nor depreciation. Tho company is ready and here by guarantees to put tho new tar iff into operation immediately, pro vided the legislature enacts the law above mentioned. Very respectfully yours, W. H. Holcomb.
