CO t gutty gtftomtt. ASTORIA. OREGON: FRIDAY- .UEBIUABY 1. 1S.C9. Shalij we bare a constitutional con vention and a now state constitution? Such an organic law if conservatively and sensibly framed by unprejudiced delegates would bo a benefit to the commonwealth. It is an interesting fact that of the fourteen presidents elected since and including 1824, only five received a majority of the popular vote on the face of the returns, namely, Andrew Jackson, Martin Van Buren, William Heary Harrison, Franklin Pierce and U. S. Grant The noted Hamilton Wilcox gives a New Year's summary of progress in securing woman's suffrage here and elsewhere. It has, ho says, been in troduced in some form into over ono hundred states and territories of North America, Europe. Asia and Australia, besides many islands. All of our own territories except New Mexico, accept it in soma degree, and all .tho main land provinces of Canada, as well as every Australian colony but one. Tho idea is more acceptable on the Pacific coast than on the Atlantic; but it has made very aggressive advance in all our states in special or municipal elec tions. We have only tho kindest wishes for the woman's movement, and shall be glad' when it is over with. The old Egyptians were better builders than thoso of the present day. There aro blocks of stone in the Pyramids which weigh throe or four times as much as tho obelisk on tho London embankment. There is one stone, the weight of which i3 esti mated at 8S0 tons. There are stones thirty feet in length, which lit so closely together that a penknife may be run over tho surface without dis covering the break between them. They are not laid with mortar either. We have no machinery so perfect that it will make two surfaces thirty feet in length which will meet together as those stones in tho Pyramids meet. It is supposed that they were rubbed backward and forward upon each oth er until the surfaces assimilated, mak ing them the world's wonders in me chanical skill. The truly monster enterprise of the day is the Russian Pacific railroad, intended to connect St. Petersburg and the Baltic with the Pacific ocean, through Siberia. This will open a whole continent of fine agri cultural and stock lands, beside the best timber in the world, and mnes of great value. At present great provinces, capable of developing enor mous manufacturing industries, as well as agricultural and mining, are shut up from tho world, and must remain so until railroad facilities arc afforded. But Russia has also in view to capture tho overland trade from western China, now carried on by means of dromedaries. Fifty thousand of these animals aro now in uso transporting tea. The astonish ing development of tho American northwest seems likely to be followed by tho development of northern Asia somewhat in proportion. Of course, tho first and main object of Russia is political; but commerco will ulti mately control all such enterprises. Meanwhile tho European states are planning the most extensive opera tions in the way of opening up Africa to trade. 3Iast Tay for the Timlirr. After deliberating until G o'clock yesterday morning, the jury in tho suit of the United States against the Sierra Lumber company handed a scaled verdict to deputy marshal Dean and departed from the apprais ers building with a sigh of relief. Four hours later the tired jurors again appeared in the circuit court and judge Sabin directed that the verdict be read. It was as follews: United States of America vs. The Sierra Lumber Cempany: We, the jury, find in favor of tho plaintiffs, and as sess the damages at the sum of forty-ono thousand dollars ($41,000). B. B. Dallam, Foreman. In accordance with the verdict judge Sabin ordered judgment to be entered against the defendant cor poration. The amount of damages asked by the government for tho great quantity of timber cut on pub lic lands in the Sierra foothills, was 82,217,254.20. The expenses of con ducting this suit, which has been in progress since the 4th of last Decern bar, will reach the enormous sum of 10,000, the expenses of the jury alone running up to $624. S. F. THE DUTY ON STEEIi 15 ML ENDS. Washinoton, Jan. 31. The su premo court of the United States yestorday delivered an opinion in the customs suit of Robertson, collector of tho port of New York, vs., Perkins, an importer. The 6iiit was brought to determine the rate of duty on the cross ends of Bessemer steel rails. Tho collector of tho port assessed a duty of forty-fivo per cent, on the import, under the tariff pro vision for "steel not specially enumerated or provided for." The court concurs in this The im porter contended that "cros3 ends" were dutiable at only 20 per cent, as "nnwrought metal" and not for uso without being reineltid. 31 cat h CooJtpil to Order.
