Salem, Jan 30. The house was
called to order bj speaker Smith
at 10 a. M., and alter roll call the
reading of the jonrnal was dis
pensed with.
The following special committee
on the part of the house, to inves
tigate the work of the state board
of fish commissioners, was an an
eounced: Hahn, Crook and Bow
ditch. The special committee to make
arrangements for receiving the
portrait of Dr. McLaugblin re
ported a programme of exercises.
Senate joint resolution author
izing the superintendent of public
instruction to examine the public
school laws of other states was
read and referred to the committeo
on education.
Northup's bill, for the relief of
indigent Union and Mexican war
soldiers, sailors and marines, In
dian war veterans, which was yes
terday made a special order for
3:30 p. if., was then considered in
committee Jof the whole, Gilbert,
of Multnoma'h, in the chair. Af
ter some clerical amendments, the
committee reported favorable on
the passage of the bill, and it was
ordered engrossed and passed to
the third reading.
Watt's senate bill, authorizing
the construction of a bridge across
the Willamette river between Ma
rion and Yamhill counties, was
signed bj the speaker and goes to
the governor.
Cogswell's bill to construct a
wagon road from the town of Pais
ley to the southern boundary of
the state, near Klamath, was read
the first time.
The senate concurrent resolu
tion, providing for a joint conven
tion next Tuesday evening to re
ceive the McLaughlin portrait was
concurred in.
Steel's bill to amend title 3,
chapter 13, of Hill's code relating
to the duties of the clerk of the
court and the county clerk of
Multnomah county; committee on
judiciary.
Tongue s bill to amend Hill s
code relating to the acknowledge
ment of deeds; committee on ju
diciary. Cogswell's bill to canvass the
vote for state and district officer;
committee on elections.

relations, recommending that the
senate concur in H. J. It. No. 4,
instructing Oregon's congressional
delegation to secure an appropria
tion to survey the public lands in
Oregon; concuriedin.
From the committee on pnblic
buildings, recommending a substi
tute bill for the establishment of a
state reform school for Chamber
lin's bill, of the same kind; ordered
printed.
From the same, returning Daw
son's bill for the establishing of a
school for deaf mutes without rec
ommendation; ordered engrossed.
From the committee on coun
ties, returning Chamberlin's bill
to create the county of Morton out
of Umatilla county, without rec
ommendation; consideration indef
initely postponed.

the passage of Eakin's bill, pro
viding for the holding of the terms
of the county courts; ordered en

the reference of Hamilton's bill,
for the building of a wagon road
from Heppner to Monument, to
the commerce committee. Gray
protested against the reference.

was referred to the committee on
commerce, vilh leave to report at
any time.

To Avoid Work,
Salem, Jan. 30. Frank How
ard, a convict in the state peni
tentiary, deliberately1 cut off his
lpft hand with a dull hatchet at 4
o'clock this afternoon. He was
sent up lrom Multnomah county
for five years, luving been con
victed of obtaining money under
false pretenses, and arrivi-d at the
prison the 19th inst. On his
wav here he informed the deputv
sheriff that he did rrot intend to
work in the foundry, but" he was
put at work in the moulding room
at once. On tho first d.iy ho
nurned his foot and was laid up.
Dr. W. H. Byrd, the prison phy
sician, was called and attended
him. Howard declared he was
ick, and had been treated by Dr.
Lane in San Francisco fur dia
betes and Bright's "disease two
diseases impossible to exist at
once. ,
Dr. Byrd reported that his only
disease was laziness, and he was
put to work again in the foundry.
This afternoon when no one
was looking he placed his hand on
a block, and with a dull hatchet
cut his hand off at the lower part
of the wrist. Tho tiist stroke
failed to do the work, and he struck
a second t;me, severing it entirely.
Dr. Byrd was compelled to ampu
tate the arm, and says tho fellow
is not insane.
