The British bark Ariadne, now on her way down, was loaded to 17 feet, 9 inches, but dotaincd in Portland five days so that she could be loaded more. After five days' detention she was allowed to start, being loaded to 19 feet, and taking her chance of "sticking," somewhere up the creek. Say she loads fifteen tons to the inch: tho inoreased fifteen inohes between 17 ft., 9 in , and 19 ft, would give 225 tuns more than the vessels five addi tional days' detention at Portland en abled her to lead: oall the 225 tons, 250 short tens: this, at 50 cents a ton. represents 8125. To "save" this 8125 the charterers of tho Ariadne kept the vessel waiting at Portland five days for a tide high enough to justify her starting drawing 19 leet. baying nothing of demurrageId per ton per day but only placing the ship's expense at the moderate sum of 8 840 a day, it appears that it cost the ship X'&X) to save 120 and to ena ble Portland to get a name for being a deep sea port. This is not "a mere generality." It is an actual occurrence, a speciflo statement or a fact. It is not an isolated case, it oo ours right along. It is one of the things that makes the Columbia river an expensive place to come to, and is one of the "restrictions to commerce" regarding which the Oregonian grows anMiTrinmrAllv plnntipnr. The remedy for this, that is the real, radical avoidance of this, is to load the ships at Astoria; to that it must come. Portland cannot com pete with the bound. Astoria can. If Portland; it the Oregonian; it the shippers ol that pleasant inland city are sincere in their professions of amity and desire of cooperation, let them recognize this, for "to this complexion must it come at last." A HAUNTED MAINTOP. Talking about ghosts, our chief mate once told me that on board a ship in which he bad served, the mate on duty ordered one of the youths to reef the maintopsail. - When be first got up bo heard a strange voice Bay ing, "It blows hard I" The lad waited for no more; he was down in a trice and told his adventure-. A second immediately ascended, laughing at the folly of his companion, but re turned even more quickly, declaring that he was quite sure that a voice, not of this world, bad cried in his ear, "It blows hard!" Another went, and another, but each came back with the samo tale. At length tho mate, having sent up the whole watch, ran up the shrouds himself, and when he reaohed the haunted spot hsard the dreadful words distinctly uttered in his ear: "It blows hard!" "Ay, ay, old one; but. blow it ever so hard, we must case the earrings for all that," replied the mate undaunt edly, and, looking round, he saw a fine parrot perched on one of the clews the thoughtless author of the false alarms which had probably es caped from sorao other vessel to take refuge on this. Another of our officers mentioned that on one of his voyages he remem bered a boy having been sent to clear a ropo which had got foul above the mizzentop. Presently, however, he came back trembling, and almost tumbling to the bottom, deolaring that he had seen "Old Davy" aft the crosstrees. Moreover, that tho evil one had a huge head and faco, with pnekears and eyes as bright as fire. iwo or turee omers were sent ur m succession, to all of whom the appari tion glared lortn, and was identitied by each to be "Old Davy" sure enough. The mate, in a rage, at length mounted himself, when resolutely, as in the former case, searching for the bugbear, ho soon ascertained the in nocent cause of so much terror to be a large horned owl. so lodged as to be oat of sight to "those who ascended on the other side of the vessel, but which, when any one approached the crosstrees, popped up his portentious visage to see what was coming. The mate brought him down in triumph, and "Old Davy" the owl, became a very peaceful shipmate among the crew, who were no longer Beared by his horns and eyes, for sailors turn their back on nothing when they know what it is. Had the birds in these two instan ces departed as they camo, of course they would have been deemed super natural visitants to the respective ships by all who had heard the one and seen the other. BRITISH SEAL ITBATE3. Washixoiok, Jan. 30. The evi dence given before the congressional committee investigating government affairs at the seal islands of Alaska created considerable comment in cer tain circles that have taken a live in terest in the investigation, particu larly the statement of Copt. Shepherd of the revenue cutter Hush. A sig nificant feature of his testimony is the statement that in the season of 1888 he made no seizures because of confidential instructions from the secretary of the treasury not to inter fere with illegal sealers. He testified that these marauders must have ta ken in 1883 between 25.000 and 2fi.nnn skins. Thomas Ryan of this eitv. pt. treasury agent of the seal islands, and accounted among the best anthnriti on the seal fisheries in question, in an interview this evening Baid: Capt. Shepherd's report is positively start ling. It shows clearly that our pos sessions in the seal islands have been robbed by direct or indirect conni vance of some one high in authority. I am thoroughly familiar with thn whale question, and do not hesitate to charge that a gigantio fraud on the government is beinff coverpd nn The 26,000 skins which Shepherd swears he knew were taken last year by pirates sailing under the British flag would bring nt Victoria or San Francisco 8775,000. For the nrivi- lege of committing this theft unmo lested the pirates could afford to nnv a good round sum, and I am interest ed to hear who got the money. I am watching to seo whether tho com mittee will daro probe this steal to the bottom and trace the bribe money that surely passed. Captain Shepherd testifies that un der his instructions from the treasury department he could not seize tho pirates, although he found them en gaged in unlawful work. Merit Wins.
