The secretary of war submitted to the house to-day the report of the chief engineer on the obstructions in the Columbia nver at The Dalles and Celilo Falls, as obtained by the second preliminary survey ot the board appointed in accordance with i he provisions of the laat river and harbor bill. The report named three methods to improve navigation at The Dalles and Celilo Falls, and three at Ten Mile Rapids. These were bv means of locks and canals, hy tow boats, and by a railway extending from the foot ol the Dalles to above Celilo Falls The latter plan appears most fa vorable, as a single trark railway could be constructed at a cost ol about 43,500,, and oe completed within one yea'r.
