The Amphitrile will be followed by an Italian cunboat to prevent a landinR on Italy's territory. The Cossnuks claim that they secured permission from tho French govern ment to land at Obpok. AS ANABCmST APPEAL. Paris, Jan. 14. Anarchists have issued a manifesto to electors of the department of the Seine, in which they appeal to people not to vote for any candidate. Boone, E. L. Cline. Mrs. M. S. Glassell and son and D. Honnian. HOW SOME BILLS ARE PASSED In a Session of The Legislature. Now that the legislature is in ses sion it may be of interest to many to know bow some bills intended to be come laws, are worked through the state machinery to get the kinks out of 'em. In the first place as soon as the member finds he is elected, ho pre pares at home, all the laws he intends having passed at the coming session. He reads tbem to his wife, (if ho has one), and makes the speeches to her that he intends making in the legis lature when his bills come up. He introduces his bills the first day of the session, in order to get a good start. If the bills are as important as he thinks they arc, he has the rules suspended, and the bills read three times the first day. Then they go on the callendar, ready for the commit tee on the whole. When the com mittee is ready to go into the hole, they take up his bill. Every member is obliged to make a speech on it. The committee then strike out the enacting clause, and recommends that it be passed. It is then forwarded to the secretary of state whose duty it is to writo it out in legible form, with spelling and grammar correct. It next passes into the hands of the attorney general, who ascertains if there is such a law already on the statute book, or whether it conflicts with any other law. That being done, it is sent to the adjutant general to be enrolled; after which it is submit ted to the supreme court, which passes upon its constitutionality. This being settled, tho bill goes to the governor, who attaches his veto. The bill is then ready for passage. When the bill then comes back to the body where it originated, a call of the ' r house is ordered, and the bill passed. It is then handed over to the ser-geant-at-arms, who givesa receipt for it, and delivers it to the fanitor of the state house, who files it in the waste basket, to take full force and effect; and the member who introduced it comes to the conclusion that he is an infernal sight bigger fool than he thought he was, when he left home. CHAMBER OF COMMERCE. An adjourned regular meeting of the chamber was held last evening. J. Q. A. Bowlby, presiding, E. C, Hol den, secretary. Correspondence with Lieut. U. So bree, light honse inspector for tho 13th district, Donald Maclay. presi dent Portland board of trade and others, was read and placed on fi!o. The president and secretary were instructed to draft and forward to our representative in congress, a me morial asking an appropriation of $100,000 to build and equip an addi tional light house tender for this dis trict. Also, to recommend to the light house board the construction of a telegraph, to connect with the light house on Tillamook rock. The com mittee to whom was referred the com munication of the president of the commission appointed to select a lo cation for a naval yurd on the north west coast, made report, and were granted further time to finish their labors, with instructions to make final report on next Monday evening. Mr. Jas. W. Welch, introduced a res olution in reference to the present bar pilotage system. It was referred to a special committee, to report on next Monday evening. Treasurer M. C. Crosby, presented his annual report whioh was adopted and ordered filed. The chamber then proceeded to the election of officers for tho ensuing year, resulting as follews: J. Q. A. Bowlby, president: E. W. Tallant, vice-president; E. C. Holden, secre tary; M. C. Crosby, treasurer; Ex ecutive committee, M. 0. Crosby, W. W. Parker. B. Van Dusen. Simon was elected president of the state senato to-day. At this writ ing the speaker of the honse is not yet elected, but it will be E. L. Smith, of Wasco, or D. P. Thompson, of Multnomah. 1 met C. W. Fulton a moment ago. He says the electoral college formally convened at Salem at noon and cast tho vote for Harrison and Mor ton. He leaves for Washington at 8:40 this evening. Mrs. Fulton ac companies him. There is some kicking over Simon's election to the presidency of the stato senate. It's believed that bal loting for United States senator will begin to-morrow.
