Mong Kow, the Chinese agent of the Canadian Paci fic steamship line at Victoria, British Columbia, who is hero in reference to the bead tax on.Chinese immigrants, interviewed the minister of enstoms to-day. He represents that Chinese merchants and others are interested in a scheme for the immigration ot a million Chinese into the United States, British America and Austra lia, and the present tax of 850 a head is an obstacle. It is feared that when this large movement of Chinese across the frontier is begun the gov ernment will at once raise the tax to a prohibitory rate. Mong Kow's con nection with tho Canadian Pacific en courages the belief that the company, which would be enormously bene fited by such a migration, is lending its influence with tho government to a scheme which would bring in a rev enue of millions for transportation. Mong Kow intimates that a friendly understanding with the Chinese gov ernment and n satisfactory issue ot the negotiation would result in an enormous trade between Canada and China, and immediately lead to retal iatory measures on the part ot China against the United States iu retalia tion for the Chinese exclusion act. New York, Jan. 12.- A letter from Port-au-Prince says: Reports ot de feats and desertions have raised to a high pitoh of excitement the inhabi tants ot this section, and hence Le gitime is imprisoning all the possible ring-leaders in the revolt against him. He is showing great activity in securing "volunteers" through prebs gangs, who seize laborers in tbe fields and bring them to the barracks, fre quently in chains, to prevent their escape. A story is told ot a meeting of several thousand Christmas night near Jacmel, and the sacrifice of a young girl and the greedy scramble for some portion of half cooked flesh. Tho devastation of tho central part ot the island has been the cause ot the robbery of recently buried bodies and the devouring of the same. These are well authenticated facts. SUFFERIKO CBOFTER3. Londos, Jan. 12. The Crofter pop ulation of the island of Lewes, Scot land, are suffering for lack of food. The potato and other crops are ex hausted and the people are on the brink of starvation. The Lease Renewed For Five Years. There is an item going the rounds of the state press that Malheur county has the smallest indebtedness ot any county in Oregon S107,323. This county's indebtedness is 847,000 less than that of Malheur county. Among the minor plagues and an noyances of lifo from which Astoria is happily free, are tramps. Tramps rarely get down this way, and when they do it so discourages them that the light out as soon as possible. With surprise is noted an item in yesterday's Oregonian that says the new steamboat for the O. R. & N. Co., will have "40 feet depth ot hold." Work has been suspended on the Oregon Pacific Railroad's eastern ex tension for this winter and all the men paid off and discharged. The track is now laid five miles east of Bad Lands, about sixty miles east of Albany. It is credibly reported that Fort Canby is again to have a garrison and that before March 1st two companies ot infantry will be sent up to ABtoria from the Presidio in San Francisco and transferred to the fort This is as it should be. Mr. Jacob Fulton died at his resi dence at Pawnee, Nebraska, last Fri day, the 11th inst., in the 6'Jutl year of his age. Deceased was t'.e father of C. W., A. L., J. A. and i. C. Fulton of this city. He visited his bods here some time ago. He was in his usual good health until quite recently. On Wednesday Dr. A. L. Fulton received a disp.Uch statiug that his father's cooditicn was critical, and started that evening for his father's bedside. On Frk'iy evening, as C W. Howard, agent of the company in this city, had a conference with Goodall, Per kins & Co. this morning, and the con tract by which the latter company acts as agents for the Pacific Coast Steamship company was renewed for five years dating from February 1st, this year. Smith was opposed to granting a renewal under the present terms, but Goodall, Perkins & Co. stated they would start an opposition line of steamers if it were not grant ed, and Smith agreed. It is worthy of note that the year which witnessed the heaviest pack on the Columbia river, also witnessed the inauguration of the business in Alaska. In 18S3, when tho Columbia reported a pack of 629,400 cases; Alaska Bent down 36,000 cases. An other feature of interest is the rapid ity with which the business in Alaska has been developed. It took the Co lumbia river canners from I860 to 1875 to increase their paok to 375,000 cases, with comparatively little com petition in the field with which to contend. What took Oregon nine years to accomplish Alaska has ac complished in five. Though Alaska is supposed to be in tho icy regions, it will, evidently, be a cold day when she gets left in the race with Oregon to control the canned salmon trade. Her pack this year is practically 400, 000 cases, though the receipts at this port, so far ns we have been able to trace them, have been only 382,280 cases. This Alaska canned salmon receipts at San Francisco compare as follews: Pack of 1883, cs 30,000 Pack of 1884 45,000 Pack of 1885 74.800 Pack of 188G 120,700 Pack of 1887 190.200 Pack of 1888 382,300 Total 849,000 Seventeen canneries were operated in Alaska this year, and the number will be larger next year. The busi ness is attended with many obstacles. Fishermen and supplies have to be sent from San Francisco. This in volves the chartering or ownership of vessels. As the vessels must lay up during tbe packing season, in order to bring down the employes and fish, this means more expense. The sea son is short, say five to ten weeks as extremes. The fish are small, aver aging only six pounds, while the average of the Columbia river fish is twenty pounds, so that while it takes only three of the latter for a case of 48-1-ponnd tins, it takes ten of tho former. Tbe Alaska fish has less oil and is a deeper red than the Oregon, but is probably just as good for the stomach. The Alaska canners are well satisfied with tho past year's business. They aro now better fixed than ever for a successful campaign. Two small steamers have been em ployed in tbe trade in tbe past year. These will be continued. Tho barks Eleotra and Wildwood have also re cently been added to the Alaska sal mon fleet. A pack of 500,000 caBes of Alaska salmon next year is not improbable.
